South Korea plans to invest 4.7 trillion won (reported as US$3.49 billion) in a homegrown frontier AI project expected to begin in 2027. Its stated ambition is to compete with leading Chinese open-source models—but the project is still being designed, and no result shows that a South Korean model has matched them.
What South Korea plans to spend
Yonhap News Agency reported on September 8, 2026, that the Ministry of Science and ICT (MSIT) planned to put 4.7 trillion won into the project. The funding was to be included in the ministry’s proposed 9.4 trillion-won AI budget request for 2027; that larger figure is the ministry’s overall proposed AI budget, not the project’s price tag. Yonhap’s report said the project’s precise details had not been decided.
A later account by The Korea Times, published October 5, 2026, described the project as a planned equity investment and said it was expected to start in 2027. The report outlined a possible allocation of 3.9 trillion won for 10,000 Nvidia Vera Rubin GPUs and 800 billion won for training data. Why the project is being proposed
The government’s stated goal is to develop a frontier model capable of challenging leading Chinese open-source AI models. That is an ambition, not evidence of parity or a claim that a Korean system has already caught up. The Korea Times quoted Ryu Je-myung, MSIT’s Second Vice Minister, saying: “The frontier AI project will begin next year.”

Ryu also described the strategic choice behind the proposal: “We had to decide whether simply giving more GPUs to companies and having them compete, or whether we need to pool all available resources and concentrate them to close the gap with frontier models.” The comments were reported by The Korea Times.
How this differs from South Korea’s existing sovereign AI program
The proposed frontier investment is distinct from MSIT’s ongoing Sovereign AI Foundation Model project. The newer proposal is described as a concentrated, equity-funded effort aimed at competing at the frontier. The existing program is a government-supported competition in which teams are evaluated through benchmark, expert, and user assessments. MSIT’s description of the existing program says a model merely fine-tuned from an overseas AI model does not qualify as sovereign: the model must be domestically designed and pretrained from scratch.

MSIT named NAVER Cloud, Upstage, SK Telecom, NC AI, and LG AI Research Institute among the initial teams in that existing competition. Their participation does not establish that they will join the proposed frontier investment; the newer project’s companies have not been settled.

What is still undecided
The October report said the investment structure, anchor companies, and participation rules for startups remained under discussion. A special-purpose company was among the options, not a confirmed arrangement. The final criteria for participation and whether the GPU and training-data allocations will be adopted in the reported form are also unresolved in the cited accounts.

South Korea’s broader policy plan calls for a sovereign AI model on par with the global top ten, but that national target is separate from evidence about this project’s eventual performance. The cited reporting provides no outcome showing that a South Korean model has matched or exceeded the Chinese systems it aims to challenge. The Ministry of Economy and Finance policy plan sets out the broader objective.
