Choose social media when the goal is to reach a broad audience, discover new viewpoints, or make a debate publicly visible. Choose a messaging app when the discussion is for people who already know one another and value direct, interpersonal exchange. Neither is automatically better for thoughtful or accurate political discussion: outcomes depend on who is involved, how they handle disagreement, and whether claims can be checked and corrected.

How to choose between the two

Start with the audience and purpose, not the app’s reputation. A public post can travel beyond its original audience; a group chat is better suited to conversation among people who are already connected. Consider these questions before choosing:

  • Who needs to see the discussion? Use social media for public visibility and discovery; use messaging for a known group.
  • How much do participants trust one another? Familiarity can encourage candid conversation, but it can also make disagreement or correction uncomfortable.
  • Is disagreement welcome? Neither format ensures respectful debate. Group norms and moderation matter.
  • How will claims be checked? Decide how participants can share reliable sources, question claims, and correct errors.
  • Does the discussion need to be observable outside the group? Public social posts are easier for others to see; closed messaging conversations may be harder for outsiders to observe.

What survey data says about political use and trust

A Reuters Institute survey across eight countries found that 41% of respondents used social media for political news and information, compared with 15% who used messaging apps. These are self-reported use figures, not a measure of how informative or constructive discussions were. In the same survey, trust in political news and information was 30% for social media and 31% for messaging apps.

Respondents also perceived different social effects: on balance, they thought messaging apps brought people together (+19), while social media divided people (-13). Those figures describe public perceptions, not proof that either type of service causes people to unite or divide. The survey also found that 69% thought platforms had made misinformation easier to spread and 66% thought they had made harassment or threats easier; these, too, are perceptions, not incident rates. What research can—and cannot—say about discussion quality

Social media and political polarization

A 2021 systematic review covering 94 articles and 121 studies found that pro-attitudinal media—content aligned with a person’s existing views—consistently exacerbated polarization across the studies it reviewed. That is a finding about the reviewed literature, not a verdict that every social media conversation polarizes its participants. The authors also noted that research was concentrated on Twitter and US samples, depolarization was understudied, and studies did not use consistent definitions or measures of polarization. Role of (Social) Media in Political Polarization: A Systematic Review

In the UK, the National Centre for Social Research frames the broader question as unsettled: social media may reinforce selective exposure, but it may also widen access to information and support knowledge or engagement. Its British Social Attitudes report notes that 53.3 million UK adults aged 16 and over—82%—reported using social media in 2024, citing the Office for National Statistics. That measure is overall social media use, not political discussion or its effects. National Centre for Social Research, British Social Attitudes 42

Messaging apps and interpersonal learning

A preregistered field experiment at six secondary schools in the Netherlands involved 230 students in WhatsApp groups with strong ties. Over seven days, students received a daily political-news link and either read it alone or read and discussed it in their group. The discussion group reported stronger positive emotions and greater issue-specific knowledge than the reading-alone group; more elaboration on the content was also positively related to issue-specific knowledge. This is evidence about a particular group of students and a short experimental setup, not a guarantee that messaging improves political understanding for every age group or app. Vermeer, Kruikemeier, Trilling, and de Vreese, 2021

Why closeness can help—and hinder—correction

Interviews with 102 members of the UK public about WhatsApp and Facebook Messenger found that conflict avoidance could make people reluctant to challenge misinformation shared by everyday contacts. Because this is qualitative research, it describes participants’ experiences and a possible mechanism; it does not estimate how often this happens across the population. Social media disagreement can also be uncomfortable. In a Pew Research Center survey of US adults in 2016, 59% of social media users who discussed politics with people they disagreed with said it was stressful and frustrating, while 35% found it generally interesting and informative. Among users who disagreed with a friend’s political post, 83% usually ignored it and 15% typically responded. These dated US figures should not be read as a current global estimate. Pew Research Center, October 25, 2016

Trade-offs by discussion goal

If your priority is… Social media Messaging apps Practical choice
Reach and discovery More respondents in the eight-country Reuters Institute survey used it for political news and information (41%). Fewer respondents in that survey used it for political news and information (15%). Prefer social media if the discussion should reach beyond people who already know one another.
Discussion among familiar people May bring together broader or less intimate audiences. Often places political talk among family, friends, or other interpersonal contacts. Prefer messaging when the intended audience is a known group, while setting expectations for respectful correction.
Learning through conversation The evidence does not establish that social media is always informative or always polarizing. A bounded Dutch student experiment found benefits from discussion in WhatsApp groups of strong ties. Focus on the quality of interaction rather than assuming the platform determines learning.
Constructive disagreement Some US users in Pew’s 2016 survey found disagreement stressful; many ignored opposing posts. Conflict avoidance among interview participants sometimes discouraged challenging misinformation. Agree on discussion norms and how to raise disagreements before they arise.
Checking and correcting claims Public discussion can be visible, but the cited evidence does not establish a universal correction advantage. Closed conversations may be less visible to outsiders, and personal ties may complicate correction. In either venue, ask for sources and correct errors respectfully.

Make political discussion more useful in either format

  1. Set the purpose. Say whether the goal is to inform, persuade, ask questions, or deliberate. A public awareness post and a conversation among friends need different expectations.
  2. Bring evidence, not just conclusions. Link to the original reporting, data, or public document behind a claim, and distinguish verified information from opinion or uncertainty.
  3. Make disagreement discussable. Ask what evidence would change someone’s view, and respond to the claim rather than attacking the person who shared it.
  4. Correct without humiliating. Explain what is inaccurate and provide a credible source. In a close-knit chat, a private or tactful correction may make it easier to address an error without turning it into a personal confrontation.
  5. Use available safeguards. Public platforms may offer moderation or reporting tools; group administrators can also set rules for a chat. A preliminary NYU Stern survey report dated July 20, 2024 said more than 90% of messaging-app users surveyed wanted the ability to report problematic accounts or content, while 12% said they had done so. The page described these as preliminary findings, so they should not be treated as a definitive estimate of all messaging-app users. NYU Stern, July 20, 2024

Closed messaging spaces also raise a visibility trade-off. The Carter Center’s September 2020 guidance described how informal connections can help candidates communicate with constituents while noting concerns about misinformation and limited visibility into private spaces. Its discussion is useful context, not evidence of current outcomes across all messaging apps. The Carter Center, September 2020
