Use SMS when you need to message customers at a phone number without assuming they use a particular app; choose WhatsApp Business when your customers use WhatsApp and the conversation benefits from chat, media, or ongoing support. Neither channel is universally cheaper or more effective. The right choice depends on your customers’ locations, how they interact with messages, the rules for your specific workflow, and the full cost through your provider.

One distinction matters at the outset: the free WhatsApp Business app is a separate offering from the WhatsApp Business Platform, an API-based option for integrated business messaging. Their features, setup, and operating requirements are not interchangeable.

These differences describe mechanics, not a universal advantage in reach, read rates, response, conversions, or price. No directly comparable evidence establishes a winner for those outcomes.

Choose based on how your customers communicate

When SMS is a better fit

SMS is a practical option for concise notifications, verification codes, and other messages where reaching a phone number matters more than rich media or an app-based conversation. It does not require assuming customers have WhatsApp, but delivery still depends on valid numbers, carrier handling, sender configuration, and destination rules. For two-way workflows, check that the chosen number type and provider support the replies you need.

When WhatsApp Business is a better fit

WhatsApp is worth considering when the customers you intend to reach use it and a chat-based exchange, images, documents, audio, or video improves the task. It can suit customer-initiated support and conversations that continue through replies. For the API-based Platform, plan for template rules, consent, and integration work; the free Business app is a separate option with tools such as quick customer responses.

When a combined approach makes sense

A business may use different channels for different tasks—for example, SMS for a short alert and WhatsApp for a media-enabled support exchange—if customers can choose or are appropriately opted in to each channel. Set expectations about which channel handles replies, retain channel-specific consent and opt-out records, and define what happens if a customer cannot be reached on the selected service. Do not assume a fallback message is permitted without checking the rules that apply to that channel and market.

Understand format, length, and timing rules

SMS length can change the number of billable segments

Twilio’s API documentation uses thresholds of 160 GSM-7 characters or 70 UCS-2 characters per SMS segment. Longer messages may be split into multiple segments, affecting delivery structure and charges. These are Twilio implementation figures, not a universal guarantee for every carrier or provider. Encoding matters, so a message containing characters outside the GSM-7 set can have a lower character threshold. Keep messages concise and check how your provider counts segments for the languages and content you send.

WhatsApp supports richer formats, with a messaging window

The WhatsApp Business Platform supports text, media, and templates. Rich formats help when customers need to view or send material as part of a conversation, but they do not remove the platform’s outbound rules. WhatsApp’s Business Policy, last updated September 23, 2026, says a business may send free-form replies within the 24-hour customer-service window opened and reset by each user message. Outside that window, an approved template is required.

That distinction matters for reminders, campaigns, and delayed support follow-ups: a previous conversation does not mean a business can send any free-form message indefinitely. Meta’s April 3, 2025 announcement likewise stated that businesses using the WhatsApp Business Platform can initiate messages only with pre-approved templates.

Check consent and compliance before sending

Neither channel is a way around messaging rules. Obtain and retain the permissions required for the message, follow opt-outs, and review applicable local regulations and provider policies before launch.

  • For SMS: US A2P 10DLC registration requirements apply to applicable application-to-person traffic sent over 10-digit long-code numbers. International sender types and requirements differ by destination and use case; do not apply the US rule globally.
  • For WhatsApp: collect opt-in and comply with WhatsApp Business policies. For Platform/API messages, account for templates when initiating contact and when sending outside the customer-service window.
  • For either channel: record who consented, what they agreed to receive, when and how they opted in, and how they can stop messages. Keep marketing, transactional, and support workflows distinct where the applicable rules require it.

Requirements vary with market, message purpose, sender, and implementation. Confirm the rules for each destination rather than treating one provider’s setup guidance as a global standard.

Compare total cost for your actual message mix

There is no general cost winner. SMS charges can depend on sender or number fees, message segments, carrier fees, and country. WhatsApp Platform pricing depends on the recipient’s country code and message category; a provider may add its own charges. Meta’s pricing reference guide is dated July 1, 2025, and Twilio’s WhatsApp pricing page described its figures as current as of August 2026. Because rates and categories can change, check the current rate cards for the markets and provider you will use.

Build a like-for-like estimate using the same destination countries, message purposes, expected volumes, and provider assumptions:

  1. List the countries and customer groups you will message.
  2. Separate message purposes, such as verification, service alerts, support replies, and marketing.
  3. For SMS, estimate message length and encoding, resulting segments, sender or number charges, and carrier fees.
  4. For WhatsApp, identify message categories and whether each message falls inside the service window or requires a template.
  5. Add provider fees and any integration or operational costs applicable to your setup.
  6. Recalculate when a rate card, message category, provider, or destination market changes.

Compare totals for the workflows you will actually run. A per-message headline price alone can miss SMS segmentation, carrier charges, WhatsApp category pricing, and provider fees.

How to make the channel decision

  1. Map your audience and destinations. Estimate which customers can be reached through valid SMS numbers and which use WhatsApp, by market. Do not assume either channel has universal reach.
  2. Define the interaction. Decide whether the message is a one-way alert, a reply-enabled exchange, or an ongoing support conversation.
  3. Choose the needed format. Use SMS for concise text where it fits; consider WhatsApp when media or a chat experience materially helps customers complete the task.
  4. Map rules to the workflow. Check consent, opt-outs, registration, templates, and service-window requirements for each sender, purpose, and destination.
  5. Model the full cost. Include message length and segments, country-specific pricing, sender charges, carrier fees, provider fees, and any required integration.
  6. Plan delivery and replies. Confirm throughput, who monitors responses, how support conversations are routed, and what happens when a customer cannot be reached.
  7. Test the real customer journey. Verify opt-in language, message appearance, reply handling, templates, and failure or fallback behavior before scaling.

Can a business send WhatsApp messages whenever it wants?
