Yes, roads can glow in the dark—but the Dutch “Smart Highway” was a collection of experimental road designs, not a finished highway product. Its best-known pilot used daylight-charged photoluminescent paint for glowing road lines. The project also proposed temperature-triggered ice warnings, responsive lighting, wind-powered lights, and in-road charging for electric vehicles. The pilot revealed practical limits, especially rain, wear, driver behavior, and regulations.
What was the Smart Highway?
Smart Highway was a concept developed by Dutch design studio Studio Roosegaarde and infrastructure company Heijmans. Rather than one complete system installed across a highway, it was a portfolio of ideas for making roads interactive, informative, or more energy-aware. The first pilot named in the official project description was Glowing Lines on the N329 near Oss in the Netherlands.
The concept drew attention in 2012 with a proposal for road markings that would absorb sunlight and glow at night. That report described a possible glow lasting up to ten hours. The official project description later gave an eight-hour figure for Glowing Lines. Those are claims about the proposed material’s glow, not evidence that a whole road stayed clearly visible for that duration in everyday driving conditions.
How did the glowing road paint work?
Glowing Lines used photoluminescent road paint: the material absorbed energy from daylight and emitted some of it as visible light after dark. It did not generate light like a lamp or need an embedded power supply for the glow itself. The Studio Roosegaarde project description, accessed in 2026, says the lines glow for eight hours.

Transport Scotland’s 2018 review documents a 500-metre pilot in the Oss area. It also describes the related Van Gogh cycle path as emitting light for up to eight hours. These figures should not be treated as a guarantee of eight hours of useful road visibility: a duration for visible afterglow does not establish brightness, legibility at driving speed, or performance in all weather.
Did the Dutch glowing highway work?
The Oss installation demonstrated that photoluminescent markings could be put on a road, but the available evidence does not establish that the pilot became a durable or effective highway treatment. Transport Scotland’s 2018 review says the material deteriorated in wet weather and was returned to laboratory testing. It found no official effectiveness report, and its case studies generally lacked effectiveness and design-life data.
ASME’s 2015 account adds two practical complications: rain and wear reduced the lines’ brightness, and some drivers reportedly turned off their headlights to experience the glow. That behavior illustrates why a glowing marking cannot be assumed to replace vehicle lighting. The same ASME account says Dutch law required road markings to be white, so the pilot needed a warning sign. Studio Roosegaarde office manager Charlotte de Mos described changing the law as “The biggest challenge.”

Project manager Jamaica den Heijer told ASME, “We don’t give technical information about the Glowing Lines.” Without that technical information and a published effectiveness assessment, the pilot’s long-term performance cannot be independently established from the cited accounts.
What else did Smart Highway propose?
The project included several distinct designs. Some were concepts for how a road might respond to conditions or traffic; their appearance in the project portfolio does not establish that they were deployed as working highway systems.
| Design | Proposed function | Evidence and qualification |
|---|---|---|
| Dynamic Paint | Temperature-sensitive paint would reveal warning symbols as conditions approached those associated with black ice. | Described in the 2012 New Atlas account; the cited material does not establish highway deployment or effectiveness. |
| Interactive Light | Sensors would detect an approaching vehicle, brighten road lighting, then dim it after the vehicle passed. | Described in the 2012 New Atlas account as a design concept; deployment results are not stated. |
| Wind Light | Pinwheel generators by the road would use the draft from passing vehicles to generate electricity for lighting. | Described in the 2012 New Atlas account as a proposal; measured energy output is not stated. |
| Induction Priority Lane | Induction coils beneath the road would charge electric vehicles as they drove over them. | Described in the 2012 New Atlas account as a proposal; charging performance or deployment results are not stated. |
| Road Printer | An adaptive road-information design listed among later concepts. | Named in Studio Roosegaarde’s official project description; further operating details are not stated there. |
Dynamic Paint: warnings revealed by temperature
The idea was for paint to remain transparent under ordinary conditions and reveal a warning symbol as the temperature fell toward conditions associated with black ice. It was a way to put a condition-specific warning directly on the road, not proof that the paint could reliably predict ice or replace other winter-road warnings.

Interactive Light: lighting triggered by traffic
In the proposal, sensors would detect an approaching vehicle and increase the light level, then dim the lighting after it passed. This differs from the passive glow of Glowing Lines: it requires detection and powered lighting. The cited description does not provide field results or energy savings.

Small pinwheel generators placed in the verge were intended to capture the airflow created by passing traffic and use the resulting electricity for lighting. The concept’s stated energy source was vehicle-induced draft; no measured generation figures are established in the cited account.
Induction Priority Lane: charging while driving
The design proposed embedding induction coils beneath a lane so a compatible electric vehicle could receive energy while moving. It was a proposal, not evidence that the Oss pilot charged cars or that a complete highway charging system was commercially available.

Road Printer: adaptive road information
Road Printer appears in the official project description as one of the later designs in the Smart Highway portfolio. That description names it but does not provide enough detail to establish its operating mechanism or deployment status.
Can highways charge electric cars while they drive?
Inductive charging from coils embedded under a road is the mechanism proposed by Smart Highway’s Induction Priority Lane. In this concept, a vehicle equipped to receive inductive power would draw energy as it passed over the coils. The proposal should not be confused with a demonstration that this project delivered useful charging on a public highway: the cited account provides no charging rate, vehicle compatibility details, or deployment results.
Are glow-in-the-dark roads available as a product?
Smart Highway itself was not a single purchasable highway system. However, photoluminescent surfacing products did exist: Transport Scotland’s 2018 review identifies PRO-TEQ StarPath as a purchasable product for paths and describes Eco-Disc elements. That is evidence of specialist surfacing options, not certification for highway markings or proof of suitability for a particular road.

Transport Scotland cautions that standards, surface condition, maintenance, and weather suitability need to be assessed. Its review also says that glowing-road examples remained uncommon, that none had been tested in Scotland at the time, and that the case studies lacked effectiveness or design-life reports. A product intended for a path therefore should not be treated as a highway-ready substitute for compliant markings, lighting, or safety equipment.
How does this concept relate to smart highways today?
The original Smart Highway portfolio focused on physical road treatments and responsive infrastructure. A broader 2025 overview from Thomasnet describes today’s smart-highway ecosystem in terms of connected sensors, adaptive controls, AI and data processing, and vehicle-to-everything (V2X) communication. Those networked systems are a wider category than the 2012 Dutch concept, not a continuation or proof of deployment of its specific designs.
Thomasnet identifies privacy, cybersecurity, cost, and interoperability as challenges for connected smart-highway systems. These concerns apply to data-connected infrastructure; they are different from the weathering, visibility, and road-marking compliance issues exposed by photoluminescent paint.
What should be checked before using glowing surfacing on a road?
The Oss pilot and Transport Scotland’s review point to practical checks beyond whether a material glows in a dark demonstration. For a proposed road installation, the relevant questions include:
- Visibility: Is the marking legible at the required distance and in actual night-driving conditions, without encouraging drivers to rely on it instead of headlights?
- Weather and durability: How does the material perform after rain, surface wear, and routine road use?
- Standards compliance: Does the marking meet the rules governing road-marking color and placement in the jurisdiction?
- Maintenance and service life: What inspection, renewal, and repair schedule is required, and what evidence supports the expected design life?
- Safety evidence: Are there published effectiveness findings from conditions and users comparable to the proposed site?
- For connected systems: How are privacy, cybersecurity, cost, and interoperability handled?
For a path rather than a highway, the same principles still matter, but the relevant standards and visibility demands may differ. A product’s availability alone does not answer whether it is appropriate for a given surface or use.
