SK hynix announced an investment of about $3.1 billion in a new DRAM fabrication plant at its headquarters in Icheon, South Korea, in August 2018. The planned 170,000-square-foot facility was targeted for completion in October 2020, but its production mix had not yet been settled. A 2021 report later identified the project with Fab M16 and described its dedication and planned DRAM production ramp.
What SK hynix announced in 2018
On August 3, 2018, SK hynix announced it would invest roughly $3.1 billion in a new memory fab in Icheon, Gyeonggi Province, South Korea. EE Times reported that construction was expected to begin later that year and that the facility was targeted for completion in October 2020. The planned building was 170,000 square feet. EE Times’ 2018 report attributed the investment and schedule to the company’s announcement.
The announcement did not specify a final production portfolio. SK hynix said the portfolio would be decided later in light of market conditions and its technology capabilities, so the $3.1 billion plan was for fab capacity rather than a publicly fixed product mix.

The investment came amid strong memory demand and tight supply. SK hynix said it was “essential to make additional investments in order to meet growing memory demand.” EE Times’ 2018 account cited a 76% increase in the DRAM market in 2017 and quoted International Business Strategies CEO Handel Jones projecting 33% DRAM-market growth in 2018 and a market worth more than $100 billion in 2019. Those latter figures were forecasts reported in 2018, not confirmation of what the market ultimately reached.

Capacity planning also involves preparing space before production equipment is installed. The company’s rationale, as described in the announcement coverage, was to reserve cleanroom capacity in anticipation of growing demand and larger equipment. Building a fab does not mean every production line or product mix is immediately operational; equipment installation and the production ramp follow construction.
What happened after the announcement
In February 2021, EE Times reported that the Icheon facility had been dedicated as Fab M16. It described M16 as intended for DRAM, initially using the 1anm generation, and said volume production was expected in the second half of 2021. That follow-up reported an investment of roughly $3.1 billion in M16. EE Times’ 2021 report therefore connects the earlier investment announcement with a named, dedicated facility and a subsequent DRAM ramp plan. The 2018 target of October 2020 was a forecast; the later report establishes the 2021 dedication, not that the original completion date was achieved as planned.

How the M16 investment fits into SK hynix’s later expansion
The $3.1 billion announcement concerns the Icheon DRAM fab associated with M16. It should not be conflated with SK hynix’s later capacity projects. In 2026, the company’s newsroom described a separate 54-trillion-won program for Yongin Y2 and Cheongju M17. SK hynix’s newsroom announcement places M16 in a longer expansion effort, but does not change the amount, location, or original schedule attached to the 2018 announcement.
