Sikkim’s Skill Development Department has signed a memorandum of understanding with Infosys to offer learners in the state free access to the Infosys Springboard digital learning platform, according to a report published by Northeast Today on 7 October 2026. The reported offer includes learning resources and courses across digital, vocational, and employability subjects; it is not a cash benefit or a promise of a job. The report does not provide enrollment instructions or confirm that the separate Infosys Springboard Job Marketplace is part of the agreement.
What the Sikkim–Infosys agreement reportedly provides
Northeast Today reports that Sikkim’s Skill Development Department signed the MoU with Infosys Limited through the Directorate of Craftsmanship Training Scheme and Employment (DCTSE). The report calls it the first partnership between Infosys and the Government of Sikkim. No matching government or Infosys announcement confirming the agreement’s specific terms was identified in the sources available.
The report says learners across Sikkim will receive free access to Infosys Springboard. It lists courses, certifications, virtual labs, masterclasses, and other learning resources, with reported subject areas including emerging technologies, digital and soft skills, vocational education, project management, entrepreneurship, and employability. These are described as features and subject areas of the initiative; the report does not establish that every course or feature is immediately available to every learner in the state.

Who can use Springboard in Sikkim?
The report identifies youth, women, students, trainees, educators, and jobseekers as intended beneficiaries, and describes access for learners across the state. It does not publish formal eligibility rules, age limits, seat numbers, or an enrollment process. Infosys describes Springboard more broadly as a free, multilingual learning platform for underserved communities, including youth, women, and rural learners, but that general description does not confirm which languages or access rules apply to this specific Sikkim rollout.

Is the learning free, and how do learners sign up?
Free access is the offer as described by Northeast Today, not a payment or stipend to participants. Neither enrollment instructions nor a Sikkim-specific registration link appears in the available reporting. The report also does not state a launch date, how long the MoU lasts, or whether registration is already open. Learners should look for an announcement from the Sikkim Skill Development Department, DCTSE, or Infosys before assuming that a particular registration route or course is available.
Does the partnership include a jobs platform or guarantee employment?
The agreement report does not establish that Sikkim learners automatically receive access to the Infosys Springboard Job Marketplace. Infosys describes that marketplace separately as a skill-based employment matching service; matching is not the same as a job offer, and no placement guarantee or Sikkim-specific hiring commitment is reported for this MoU.
Rank #2
Infosys reported 641 vacancies posted, 14 hiring partners, and 13,203 applications for its Springboard Job Marketplace in FY26. Those are company-reported figures for the marketplace, not outcomes for Sikkim or proof that the marketplace is included in this agreement. A course certificate or platform access should therefore be understood as a learning opportunity, not evidence of placement.

The Infosys partnership is one reported addition to a wider state skilling and employment landscape. In a 14 July 2025 update, the Government of Sikkim said its flagship skilling programs had trained more than 13,000 youth, enabled more than 9,400 people to become self-employed, and helped 3,700 secure formal jobs. The update also reported more than 800 apprenticeships facilitated under NAPS and NATS. These are department-wide figures from 2025, not results of the Infosys agreement.
The same state update described Niyukti Kendra as a one-stop center for job placement, counselling, and apprenticeship facilitation. It reported 2,983 registrations, 1,134 placements, and 138 establishment partners at that time. These historical figures provide context for existing services; they do not indicate current performance or any outcome from Springboard. The update called a digital employment portal upcoming in 2025, which does not establish its present status.

- Reported: The MoU, free Springboard access for learners across Sikkim, and broad learning areas and platform features are described by Northeast Today’s 7 October 2026 report.
- Not specified in the report: An enrollment URL, eligibility criteria, start date, duration, course catalog, seat count, language availability for this rollout, or Sikkim-specific targets and results.
- Not established: Automatic access to the Job Marketplace, a guaranteed job, or a placement commitment tied to the MoU.
Infosys Foundation reported that Springboard reached more than 9.2 million learners in 2024–25, describing it as one of India’s largest free digital skilling programs. That is a company-reported, platform-wide count—not a Sikkim participation figure or a forecast for this partnership.
