To show or hide the Pen Menu icon in Windows 11, right-click an empty area of the taskbar, choose Taskbar settings, then switch Pen Menu on or off under System tray icons. Microsoft notes that the icon appears when the pen is in use.
Change the Pen Menu taskbar setting

Right-click an empty area of the taskbar and select Taskbar settings.

In Settings, find System tray icons.

Switch Pen Menu on to show the icon, or off to hide it.

You can also reach the same page through Start > Settings > Personalization > Taskbar. Microsoft describes the setting in its Use a pen with Windows guidance and its accessibility guidance.

Open the menu and manage its shortcuts
When the icon is visible, tap the Pen icon on the taskbar to open the menu. It provides shortcuts to favorite apps; Microsoft lists OneNote, Whiteboard, Snipping Tool, and Journal as defaults. To change the shortcuts, open the menu, select Settings, then choose Edit pen menu. You can pin up to four apps. See Microsoft’s Pen Menu instructions for details.
Find the correct taskbar section
Use System tray icons for the Pen Menu switch. Do not confuse it with Other system tray icons, a separate area for managing additional icons and the overflow area, as explained in Microsoft’s taskbar customization guide.

If Pen Menu is not listed in your Windows 11 taskbar settings, the Microsoft guidance cited here does not establish why it may be missing on a particular device or configuration. It also does not promise that every device will show the option.
