Yes—Andy Burnham should voluntarily publish relevant meetings with Manchester City’s owners and any hospitality he received at the Etihad Stadium. A clear record would help the public assess possible conflicts and understand the context of his comments. That is a case for transparency, not evidence that Burnham broke a rule or acted improperly.
Why the question has come up
Burnham said he would be “really concerned” to lose Manchester City’s Abu Dhabi ownership, describing the owners as major contributors to modern Manchester and the club’s development as a global force. The Associated Press also reported that he said he was not directly involved in the case against the club. His office said the independent process was ongoing. Associated Press
The Liberal Democrats called on Burnham to disclose details of meetings with Manchester City’s owners, Abu Dhabi United Group, and declare hospitality accepted at the Etihad Stadium. That is a political demand; the available reporting does not establish that any meeting or hospitality was improper, or that Burnham breached a disclosure rule. The Independent

What disclosure should cover
A useful voluntary disclosure would be specific enough to let readers assess relevance, rather than simply confirm that contact occurred. It should include:

- Hospitality received at the Etihad Stadium, including when it occurred and who provided it.
- Enough context to distinguish contact connected to Burnham’s public responsibilities or comments from unrelated personal matters.
- Any available records or documentation that independently confirm the details.
Privacy can reasonably limit disclosure of unrelated personal matters. The point is a relevant, verifiable account—not speculation about motives or an assumption that hospitality was accepted.
Where the Manchester City case stands
The Premier League said an independent commission found charges proved against Manchester City and that sanctions would be dealt with separately. The Associated Press reported that City lodged an appeal on 2 October 2026, disputing the commission’s opinion as materially erroneous and unsafe. The case concerns alleged financial-rule breaches from 2009 to 2018. The commission findings, City’s appeal, and any future sanction are separate stages. Possible sanctions reported by AP include a reprimand, fine, points deduction, or expulsion; none should be presented as already imposed. Publishing relevant records would let the public judge whether Burnham’s contacts or hospitality bear on his responsibilities or his remarks. But a call for disclosure does not itself prove a conflict, improper influence, or breach of an ethics rule. The available reports do not provide a complete meeting or hospitality record, establish a formal disclosure duty, or show that Burnham acted improperly.
