Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu said strengthening the rural economy is a top state priority, with a focus on raising village incomes and keeping money circulating locally. At a public meeting in Rampur on 2 October 2026, he linked that aim to milk procurement, roads for apple transport, landslide response, and access to education. Hindustan Times reported the remarks and announcements on 3 October 2026.

What Sukhu said about the rural economy

Sukhu said the government wants to increase rural residents’ income and ensure that money flows directly into village economies. He described strengthening the rural economy as a particular focus of the state government. The figures and project commitments below are those reported from his remarks; the specific announcements were not independently confirmed in an official event release.

Measures announced or discussed

Milk procurement and farmer income

Sukhu said the milk procurement price was ₹32 per litre when his government took office and had since risen to nearly double. He presented the increase as a way to raise income for farmers and livestock rearers. The report does not state the exact current rate or specify the milk category, so “nearly double” should not be read as a confirmed price of ₹64 per litre.

Road access for apple growers

Hindustan Times reported that the state sanctioned ₹36 crore for the Tikkar-Jarol-Gahan road. Sukhu said completing it would make it easier for local apple growers to move produce to markets, and directed officials to maintain construction quality. The report describes a sanction and an expected benefit, not a completed road or measured change in growers’ income.

The report also lists two phases of the Tikkar-Jarol-Gahan-Nankhari-Khamadi road at ₹35.93 crore and ₹54.87 crore. It does not explain how these phase values relate to the ₹36 crore sanction, so the figures should be treated as separate reported project amounts rather than added together.

Janglik landslide disruption and local works

During a visit to the Tangnu-Janglik Panchayat area in Rohru constituency, Sukhu inspected the Janglik road, which had been blocked by a recent landslide. He directed officials to restore vehicular traffic within ten days, saying the closure was affecting residents and horticulturists. This was a target he set; the report does not establish that the road reopened within that period.

He also announced ₹4 crore to speed up work on the under-construction Janglik bridge and ₹2 crore for the landslide-affected area in Thaintwadi village.

CBSE access at Taklech school

Sukhu announced that Government Model Senior Secondary School Taklech would be converted to the CBSE system. He said the change was intended to give rural children access to CBSE education closer to home, helping reduce migration to cities and the added financial burden on families. The report does not give a conversion date.

Rampur development projects

At Shingla helipad in Rampur, Sukhu inaugurated and laid foundation stones for 28 development projects valued at ₹232.93 crore, according to Hindustan Times. The projects were described as primarily involving roads and bridges intended to improve regional connectivity. The report does not itemize the 28 projects or distinguish the value of inaugurated work from projects at the foundation-stone stage.

What the announcement does—and does not—establish

The measures span income support, market access, emergency road restoration, bridge and village-area work, and local education. They show the government’s stated approach to rural development, but announcements and directions are not evidence that construction is complete or that household incomes have already increased.

For historical context only, an earlier Statesman report cited cow-milk procurement at ₹45 per litre and buffalo milk at ₹55 per litre, alongside a planned processing plant at Dhagwar. Those older figures are separate from Sukhu’s October 2026 remarks and do not establish the current procurement rate referenced as “nearly double.”
