No: an issue with comments does not necessarily mean someone other than its author replied. In a report by Listwright published September 22, 2026, five of seven GitHub repositories had no non-author human participation in a sample of 25 issues each—even though each repository had comments on a substantial share of its issues. Those sample results do not show that nobody else has ever commented in those repositories.

What the seven-repository comparison found

Listwright reported two different measures: the share of issues with at least one comment, and the share of 25 sampled issues in which a human other than the issue author commented. The first measure—called the “house rate” in the report—does not reveal who wrote the comments. The table reproduces the author-reported figures; they are not an independently validated census.

Five repositories had zero sampled issues with a non-author human comment. The other two had such participation in 36% and 12% of their 25-issue samples, respectively. The sample rates apply to all sampled issues, including those without comments; they are not conditional rates calculated only from commented issues.

Why “has comments” and “someone replied” are different

A comment total records activity, not necessarily a conversation between people. An issue author can add comments to their own issue, so a repository may have a high share of issues with comments while showing little or no participation by other people in a particular sample. To assess outside engagement, the relevant question is who commented—not simply whether the comment count is above zero.

How the report sampled issues

Listwright says the earlier calculation needed correction because GitHub’s issues listing can also return pull requests. For the revised calculation, the author excluded objects carrying the API’s pull_request key, then selected 25 issues per repository at a regular stride across each listing and inspected their comment lists. The method therefore separates issues from pull requests, but it is a sample rather than a complete review of every issue.

What a zero in the sample does—and does not—mean

Zero observed outside participation among 25 sampled issues is not proof that a repository has never received an outside comment. Regular-stride sampling can miss a short period of concentrated discussion, and the report itself describes the result as a bound rather than proof of “never.” The seven repositories’ public issue histories can also change, so the figures should be read as Listwright’s reported observations, not permanent repository properties.

The method also classifies participation by account identity. It cannot tell whether a repository author’s account was being used by that person or by a coding agent. That limits what can be inferred about the actual human behind a comment.

How to interpret silence beneath an issue

Listwright’s broader interpretation is that public issue trackers can sometimes serve as notes an author writes to themselves, even when comments are common. In that context, silence beneath an offer in an issue does not by itself show whether its price or wording was wrong. That is an interpretation of this limited sample, not evidence of a general cause of silence across GitHub or open-source projects.

The report also refers to 21 broader candidates and a separate measure of whether repository authors answered strangers, but the published material surfaced for this comparison does not provide enough detail to reproduce that wider analysis. The seven-repository results should not be generalized to all 21 candidates or to GitHub projects overall.
