North Korean hackers stole product design drawings and photographs of semiconductor-production facilities from two unnamed South Korean semiconductor-equipment companies, according to South Korea’s National Intelligence Service (NIS) on 4 March 2024. The intrusions occurred in December 2023 and February 2024. Investigators said the attackers used legitimate software already installed on internet-connected servers rather than relying mainly on conspicuous malware.

What was stolen

The NIS said the stolen information included:

  • Product design drawings.
  • Photographs of facility sites.

No public statement provided a file count, valuation or confirmed monetary loss. The disclosure also did not establish that production equipment, source code or customer data were taken.

Which companies were hacked?

The victims were two South Korean semiconductor-equipment companies, identified only as Company A and Company B. They were not named publicly, and the NIS did not describe them as major chip manufacturers or identify any household-name semiconductor brand.

How the attackers got in and stayed hidden

The NIS said the targeted systems were internet-connected business servers used to manage documents and data. It did not disclose the vulnerabilities exploited, the initial access credentials, or a named North Korean hacking group.

Living off the land

The attackers mainly used a “living off the land” (LotL) approach: they operated legitimate programs and administrative utilities already present on the servers and minimized the use of custom malware. This can reduce obvious malware alerts because activity may resemble routine administration. Detecting it requires monitoring command execution, account behavior, access patterns and unusual transfers, not just scanning for known malicious files.

What remains unknown

  • The initial entry method or specific software flaw.
  • The identity of the North Korean unit or operator.
  • How long each attacker had access.
  • Whether the stolen drawings or photographs were later used or redistributed.

Independent reporting, including coverage by The Register, described the same server roles, chronology and concealment technique but did not establish the missing details.

Why North Korea may want semiconductor designs

The NIS assessed that North Korea may be preparing to produce semiconductors domestically. In that assessment, international sanctions make legitimate procurement difficult, while satellite and missile programs increase demand for advanced electronics. This is an intelligence judgment, not a publicly proven explanation of what the stolen files were ultimately used for.

A separate NIS–German Federal Office for the Protection of the Constitution warning said North Korean actors seek advanced defense technology for strategic-weapons development and may approach targets indirectly through maintenance providers and other suppliers. That warning broadens the concern beyond a single company’s perimeter: vendors, service accounts, update mechanisms and remote-support paths can all become routes into sensitive engineering environments.

What the incident means for semiconductor companies

Design drawings and facility images can reveal engineering choices, manufacturing layouts, equipment placement and operational relationships even when they do not contain complete chip designs. Their value depends on the document’s detail and context, so the public disclosure does not establish the commercial or military significance of every stolen file.

The server roles also matter. Configuration-management and security-policy systems often contain privileged settings, inventories, credentials or references to other repositories. Internet exposure turns those administrative systems into high-value targets, particularly when normal tools can be abused without dropping easily detected malware.

Defensive priorities drawn from the NIS advice

The NIS told affected organizations to update internet-exposed servers, restrict access, strengthen administrator authentication and tighten account management. Its statement on 4 March 2024 was: “인터넷 노출 서버 대상 보안 업데이트와 접근 제어를 실시하고, 정기적인 관리자 인증강화 등 계정관리를 철저히 해야 한다.”

1. Reduce internet exposure

  • Inventory every internet-facing server, including systems owned by subsidiaries and contractors.
  • Remove public access where a private network, VPN or zero-trust gateway can provide the required function.
  • Allow administration only from approved networks and managed devices.

2. Patch and verify vulnerable systems

  • Prioritize security updates for exposed operating systems, web applications and management platforms.
  • Track exceptions with an owner and an expiry date rather than leaving unsupported systems permanently exposed.
  • Review configuration changes after patching to ensure access controls were not weakened.

3. Strengthen administrator authentication

  • Require phishing-resistant multi-factor authentication for privileged accounts.
  • Use separate administrative identities instead of granting elevated rights to everyday user accounts.
  • A FIDO2 hardware security key is one possible implementation of stronger administrator authentication; the NIS did not endorse a particular brand or device.

4. Control accounts and privileges

  • Disable dormant accounts and remove access promptly when staff or suppliers change roles.
  • Use just-in-time or time-limited privilege for sensitive repositories.
  • Review service-account passwords, keys and tokens, including those used by maintenance providers.

5. Detect legitimate-tool abuse

  • Log PowerShell, shell, scripting and remote-administration activity on servers.
  • Alert on unusual combinations of administrator accounts, tools, destinations and data volumes.
  • Protect logs from alteration and send them to a separate monitoring system.

6. Segment engineering information

  • Keep design repositories separate from internet-facing business systems.
  • Limit bulk export, removable-media use and cross-network copying.
  • Apply document-level access controls to drawings, photographs and manufacturing plans.

7. Include suppliers and update paths

  • Assess remote-maintenance accounts and require strong authentication, logging and approval.
  • Review software-update channels and vendor connections as part of the attack surface.
  • Require suppliers to report incidents and preserve relevant logs.

What authorities did after the intrusions

The NIS said it notified the affected companies, helped them establish security measures and shared threat information with other South Korean semiconductor companies so they could conduct checks. That response does not indicate that every company using similar systems was compromised; it reflects precautionary sector-wide checking after two incidents.

The Bottom Line

The case shows why semiconductor security cannot focus only on malware: exposed administrative servers, excessive privileges and weak account controls can let attackers use normal tools to reach valuable engineering information. Patching, exposure reduction, phishing-resistant administrator authentication, tight segmentation and supplier oversight are the practical priorities.
