The Senate Homeland Security and Governmental Affairs Committee voted 9–6 on July 30, 2025, to recommend Sean Plankey for director of the Cybersecurity and Infrastructure Security Agency (CISA). That committee action did not confirm him: the full Senate would have needed to consider and confirm the nomination. The committee’s official record now lists the nomination as withdrawn, with the President’s withdrawal message received April 27, 2026.
Who did the committee advance to lead CISA?
The nominee was Sean Plankey. On July 30, 2025, the Senate Homeland Security and Governmental Affairs Committee voted 9–6 to recommend his nomination for CISA director. The Associated Press reported the vote that day: AP coverage of the committee vote.
CISA is part of the Department of Homeland Security. Its director leads the agency responsible for cybersecurity and infrastructure security work.

The 9–6 vote was a committee recommendation, not a confirmation by the Senate. Advancing a nomination means the committee recommended it for possible consideration by the full Senate; it does not by itself give a nominee the job. The committee vote therefore marked one step in the confirmation process, rather than a final decision.

What is the nomination’s current status?
The Senate Homeland Security and Governmental Affairs Committee’s official nomination record lists Plankey’s nomination as withdrawn and says the President’s withdrawal message was received April 27, 2026. The 2025 committee action should not be read as a pending nomination today.
What was Plankey’s background?
In its July 30, 2025, report, the Associated Press said Plankey retired from the U.S. Coast Guard in 2023. AP also reported that he served in the first Trump administration as a director for cyber policy at the National Security Council and later as a principal deputy assistant secretary at the Department of Energy. These details describe his reported experience; they do not change the procedural outcome of the nomination.

What context surrounded the 2025 vote?
AP’s coverage at the time described CISA as facing workforce and funding cuts, along with partisan criticism of some election-related activity. That is context reported around the 2025 vote, not evidence of the agency’s current staffing or budget.
