The U.S. Secret Service dismantled a covert network of more than 300 SIM servers and over 100,000 SIM cards at multiple sites within 35 miles of UN Headquarters in New York, just as world leaders were preparing to gather for the 2025 UN General Assembly. Officials said the equipment could generate mass calls and texts and potentially disrupt cellular service. But as of the Associated Press report on September 23, 2025, investigators had not uncovered a direct plot against the General Assembly.
What the Secret Service found
The Associated Press reported on September 23, 2025, that Secret Service agents had dismantled a distributed telecommunications network in the New York area. The operation came as close to 150 world leaders were preparing to come to Manhattan for the UN General Assembly’s high-level gathering.
The reported cache included more than 300 SIM servers and over 100,000 SIM cards, spread across locations within 35 miles of the UN. Special Agent in Charge Matt McCool said agents found more than 100,000 active cards as well as additional cards awaiting deployment. The investigation began as part of a broader inquiry into telecommunications threats targeting senior government officials.
How a SIM farm works
A SIM farm is a setup that holds and operates many SIM cards, sometimes from different mobile operators. Connected equipment can route calls or messages in bulk, including through voice over internet protocol (VoIP), which carries voice communications over internet connections.

The hardware is not inherently criminal. SIM farms can be used for legitimate services such as lower-cost international calling. The Associated Press also described their use in organized fraud, including phishing texts and scam calls. As with other communications technology, what the equipment does depends on how it is configured and used.
How the network could have disrupted cell service
Officials said the seized system had the capability to generate mass calls and texts, potentially overwhelming local cellular networks. McCool gave a reported estimate of up to 30 million text messages per minute. That figure describes the system’s estimated capacity, not a measured volume of messages it actually sent.

Officials warned that a sufficiently large communications surge could contribute to cell-tower outages or interfere with access to cellular service, including emergency calls. Those were potential consequences, not reported impacts of this operation: the cited reports did not say that cell service was disrupted or that 911 calls were blocked.

Mobile connectivity matters beyond personal calls and messages. It supports everyday communications and can be important during emergency response, which is why the network’s possible effect on local service concerned investigators.

Was the network planning an attack on the UN General Assembly?
Investigators had not established that it was. In the September 23, 2025, reporting, officials said they had not uncovered a direct plot to disrupt the General Assembly and knew of no credible threat to New York City. McCool said forensic work was at an early stage.
Investigators reportedly suspected possible nation-state involvement, but officials had not publicly identified a specific government or criminal group behind the network. The reported equipment and its potential capabilities do not, on their own, establish who operated it or what they intended to do.

What is known about the investigation’s status
The Associated Press’s companion explainer said the investigation was ongoing and there had been no arrests at the time of its September 2025 report. That is a historical status update, not confirmation of the case’s current status. The reporting available here does not establish whether arrests, charges, attribution, or further forensic conclusions followed.

The operation shows that officials acted against a communications capability they considered potentially dangerous; it does not establish a proven attack plan against the UN gathering.
