Pakistan’s Securities and Exchange Commission (SECP) was reported on October 3, 2026, to have approved sending a reference about Bagsara Securities to the Federal Investigation Agency (FIA). News reports say the inquiry concerned investor shares transferred and pledged without consent, with more than Rs176.2 million worth of shares pledged between 2007 and 2010. The referral is not itself an FIA finding or a court judgment.

What happened in the Bagsara Securities case?

TechJuice and 24NewsHD reported on October 3, 2026, that an SECP inquiry found investor shares had been transferred and pledged without their consent. The reports say shares worth more than Rs176.2 million were pledged from 2007 to 2010. After the brokerage defaulted on payments, banks and the stock exchange sold pledged shares.

These are accounts of the inquiry published by the two news outlets, not independently established judicial findings. The reports say SECP approved forwarding a reference to the FIA for further action; they do not establish that the FIA has completed an investigation, that anyone has been charged or convicted, or that all investors have been repaid.

Why was the matter referred to the FIA?

The case-specific reports say SECP approved forwarding the reference to the FIA for further action, but the located reporting does not establish the precise legal basis or procedural progress of this referral.

For broader context only, SECP’s January 29, 2025 clarification says the regulator investigates insider trading and market manipulation and files criminal complaints in relevant courts under the Securities Act, 2015. It also says the FIA had requested details of completed cases for parallel investigation under its mandate under the Anti-Money Laundering Act, 2010. That general explanation does not confirm the details or status of the Bagsara referral. SECP’s clarification
