What the Seattle woman says happened
TikTok creator Hellcat Hysteria described her experience in a video, opening with the line, “Hey, so like I died on Monday,” according to We Got This Covered. The story attributes to her the claims that she had cardiac arrest, had no pulse, and that 13 Seattle firefighters took two-minute turns performing CPR for roughly an hour.
Those details are her reported account as relayed by the outlet. No official incident log or medical record confirming the episode was located in the reporting reviewed, so the CPR duration, number of firefighters, and medical details should not be treated as independently verified facts.
What the proposed $7.06 million reduction covers
KIRO 7 reports that Mayor Katie Wilson’s proposed 2027–28 budget reduces Seattle Fire Department overtime by $7.06 million. This is a proposal, not a final enacted budget cut. The department’s budget language, as reported by KIRO 7, says it would “decrease reliance on overtime staffing and implement planned unit outages as necessary, minimizing operational impact when possible.”

The proposal concerns overtime funding. It should not be described as a $7.06 million reduction in all Seattle Fire Department spending, nor does the reporting establish that this proposal affected the woman’s response.
Why staffing and response times are disputed
KIRO 7 reports that Fire Chief Harold Scoggins and union president Kenny Stuart cited a possible change in daily minimum staffing from 222 to 209 firefighters in connection with the proposal. The union warns that reduced staffing could lengthen response times. The department’s stated approach is to schedule unit outages as needed while trying to limit operational effects. These are competing forecasts and mitigation plans, not proof of what response times will be under a final budget.

We Got This Covered separately reported that 67% of calls received a response within four minutes in 2025, compared with 74% in 2023. The outlet did not link that reported change to the proposed overtime reduction, and the underlying dataset was not located. These figures therefore do not show that the proposal caused slower responses or predict what will happen if it is approved.
What remains undecided
The mayor’s budget is proposed; the reporting does not establish the city council’s final decision. The practical effect would depend on the adopted budget and how the department manages staffing, overtime, and planned unit outages. The department describes those outages as a way to manage its resources, while the union cautions that lower minimum staffing could mean slower responses. Neither outcome is established by the proposal alone.
