There is no verified, reconciled tier list for every Sea of Conquest hero as of October 4, 2026. The clearest fully itemized snapshot available here is Pocket Gamer’s subjective list, updated September 2, 2026 for version 1.1.781. It is based primarily on regular battles, not a universal ranking across every mode. Use it as a starting point, then account for Naval Warfare versus Close Combat, your ship’s role, damage type, hero investment, and which heroes you can actually field.

What this tier list covers—and what it cannot claim

This is a dated snapshot, not an official ranking or a live October 2026 roster audit. Pocket Gamer labels its list subjective and says it is primarily based on regular battles; it separately notes that high-seas combat is affected by ship crew and ship stats. Its page was updated September 2, 2026, names version 1.1.781, and identifies Mamiya as the latest addition at that time. Read Pocket Gamer’s tier list.

The other available guides use different lenses and dates. AllClash distinguishes Naval Warfare from Close Combat and considers season and release context, while the Sea of Conquest Handbook hero guide was updated September 28, 2026, verified September 9, and checked against version 1.1.790. Those differences mean their rankings should not be merged as if they measured the same mode, version, or assumptions. The Handbook context is available in its hero guide.

Because the accessible evidence does not establish every currently available hero’s placement in one synchronized October 4 roster, the tiers below reproduce Pocket Gamer’s named snapshot only. They are not proof that the list is exhaustive for the live game or that a hero in a higher tier will outperform one in a lower tier on every account.

Why a hero’s tier changes with the mode

Naval Warfare

Naval battles depend on the crew assigned to a ship and on the ship’s stats, so a hero’s value cannot be separated from the vessel and formation. AllClash publishes mode-specific rankings rather than treating a single letter grade as universal. Its Sea of Conquest hero tier list also frames rankings by season and release age, including limited crossover heroes.

Close Combat

Close Combat is a distinct context in AllClash’s framework. A hero placed highly for one mode should not automatically be assumed to be equally strong in the other. Check which activity you are optimizing before using any tier list to spend upgrade materials or rearrange a crew.

Sea of Thieves The Board Game: Voyage of Legends
  • Welcome, pirates! Have you ever dreamed of being out on the open waves in search of treasure and adventure?
  • Well then, the Sea of Thieves is calling!
  • Inspired by the hit video game, Sea of Thieves: Voyage of Legends is a competitive seafaring game of piracy for 2-4 players.
  • Explore the high seas with your friends in voyages packed with danger and excitement, but don't forget - only one of you can be crowned a Pirate Legend...
  • You'll build a fearsome reputation as you compete for that title, battling sea monsters and pilfering plunder as you go.

Season and release age

Relative usefulness can shift as seasons progress and newer or limited heroes enter the pool. AllClash explicitly treats season and release context as part of its evaluations. That makes a dated list most useful as a snapshot of its own assumptions, not a permanent ordering.

How to turn the tier list into a team decision

Use the tier as one input, then test whether the hero fits your ship, damage plan, investment level, and available roster. The Handbook hero guide identifies ship role, damage type, star level, and availability as relevant selection factors. Its fleet guide recommends balancing damage, defence, and support rather than building three damage ships, and matching a damage ship to its captain’s damage type for a placement bonus.

Good Games Publishing Land vs Sea
  • An approachable tile-laying game filled with playful details from historic cartography.
  • Family friendly & fantastic for 2 players, the game's objective is in its name - map more land while your rivals map more sea.
  • Unique double sided hex tiles offer many choices and surprises to double your fun.
  • Scoring starts simple - complete land and seas areas for a point per tile + bonus points.
  • Turn on additional scoring layers to add more scoring opportunities and strategic depth.
  1. Choose the mode first. Decide whether the lineup is for Naval Warfare or Close Combat; use mode-specific rankings where available.
  2. Assign a ship role. Identify which part of the fleet needs damage, defence, or support before choosing a hero based only on tier.
  3. Check damage-type fit. For a damage-focused ship, align the captain’s damage type with the ship’s placement bonus described in the Handbook fleet guide.
  4. Factor in investment. Consider the hero’s star level and the resources needed to make the pick effective, not just its printed tier.
  5. Use the roster you have. A high-tier limited or unavailable hero is not a practical upgrade for an account that cannot field it; choose the strongest suitable option already available.

The result is an account-specific formation, not a claim that the tier snapshot is wrong. A lower-listed hero that fills a missing role or fits a ship better may be more useful to your fleet than an individually higher-listed pick.

Which sources and versions inform the rankings?

Source Snapshot details How to interpret it
Pocket Gamer Updated September 2, 2026; page labels version 1.1.781 and Mamiya as the latest addition Itemized S–C placements; subjective and primarily based on regular battles
AllClash Dated September 8, 2026 Separates Naval Warfare and Close Combat and discusses season and release context; not directly interchangeable with Pocket Gamer’s list
Sea of Conquest Handbook Hero guide updated September 28, 2026; verified September 9; checked against version 1.1.790 Useful selection context—ship role, damage type, star level, and availability—but does not provide an accessible reconciled all-hero ranking here

Version and publication metadata are not hero-strength statistics. The reviewed material does not establish comparative win rates, pick rates, or damage percentages, so the tiers should be read as editorial recommendations rather than measured performance data.
