There is no single best-hero ranking that reliably covers every Sea of Conquest activity. Choose heroes for the combat mode and encounter first, then check their role, ship and crew synergy, and whether you can acquire and build them. Naval Warfare and Close Combat use different combat systems, so a hero’s strength in one should not be assumed to transfer to the other.
Start with the combat mode—not a universal tier list
In AllClash’s September 2026 guide, Naval Warfare uses up to three heroes per ship against monsters, forts, and ships. Close Combat is a turn-based, five-versus-five RPG mode in which heroes use Close Combat skills. The two modes call for different evaluations of a hero’s kit.
“PvE” and “PvP” are useful shorthand, but the available guides do not provide a complete official mapping of every activity to either label. Before following a recommendation, identify the specific activity—such as a fight against monsters, a fort, or another ship—and whether it uses Naval Warfare or Close Combat.

How to choose heroes for Naval Warfare
Judge a naval lineup as a ship-and-crew combination, not as three isolated hero rankings. Consider what the encounter demands, what job each hero performs, and whether the crew and ship let that hero do the job.

- Damage: Decide whether you need focused damage against a priority target or area damage against multiple targets.
- Survivability: If your damage dealers are being eliminated or your ship cannot hold up, protection and durability may matter more than another attacker.
- Support and conditions: Cooldown effects and other utility can be useful, but check any placement or team conditions attached to the effect.
- Ship and crew fit: Confirm the lineup supports the hero’s skills and the ship’s intended role.
The independent Sea of Conquest Handbook’s fleet guide recommends balancing damage, defense, and support. It also reports a 20% placement bonus when a damage ship matches its captain’s damage type. That figure is a fan-guide claim, not an official or independently tested result; verify the bonus in-game before building around it.
How to choose heroes for Close Combat
Close Combat uses its own skills and turn-based team dynamics. Evaluate what each hero contributes to a five-hero lineup—such as damage, area attacks, durability, or cooldown disruption—and whether the rest of the team can protect or complement that role. A hero described as strong in naval combat is not automatically a strong Close Combat choice.
Rank #2

Heroes to consider by role
The examples below reflect the observations in AllClash’s September 8, 2026 hero guide. They are guide recommendations, not verified rankings or guaranteed best picks for every roster.
| Hero | What the guide highlights | When to investigate |
|---|---|---|
| Mamiya | Limited SP hero described as dealing repeated Cutthroat burst damage. | If you already have a stable Cutthroat ship foundation. The guide cautions against treating her as a rescue investment when that foundation is missing. |
| Kenshiro | Limited SP hero whose damage mitigation and reflection can make a flagship dangerous to attack. | If you can access and build him and want a defensive, punishing flagship option. |
| Bones | Focused naval targeting and strong damage; the guide says he needs protection and support. In Close Combat, it characterizes him as a glass-cannon style option. | When your lineup can keep a high-damage hero alive. Do not assess his damage separately from his need for protection. |
| Griffin | Area-damage option in both Naval Warfare and Close Combat. | When multi-target damage suits the encounter; check that he fits your current ship and roster. |
| Old Ahab | Shields for fleet protection and durability in Close Combat. | When survivability is the gap you need to address, rather than expecting him to outperform damage specialists in every fight. |
| Mad Dog | Naval cooldown support that can help a crew made mostly of epic heroes; in Close Combat, cooldown interference may disrupt opponents. His naval effect depends on his leadership position. | When your team benefits from cooldown utility and you can meet the relevant lineup condition. |
How much confidence to put in tier lists
Tier lists are snapshots of editorial judgment, not universal rankings. Pocket Gamer’s list was updated September 2, 2026 for version 1.1.781. It calls its ranking subjective and says it is primarily based on regular battles; it separately cautions that high-seas combat depends on a ship’s crew and stats.
Rank #3
- 7-PIECE DEEP SEA CREATURE SET: Explore the mysterious world beneath the waves with seven miniature marine animals, including an anglerfish, viperfish, gulper eel and other unusual deep-sea creatures.
- DETAILED MINI OCEAN ANIMALS: Each soft plastic figure features sculpted textures, distinctive shapes and painted details inspired by the unusual adaptations of animals found in the deep ocean.
- 1.25–3.75 INCH ANIMAL FIGURES: The assorted sizes are easy for children to arrange during imaginative play and compact enough for classroom activities, science projects, dioramas and tabletop displays.
- ENCOURAGES OCEAN DISCOVERY: Introduce children to lesser-known marine animals while encouraging questions, storytelling and an interest in ocean life. Recommended for kids ages 3 and up.
- REUSABLE STORAGE CASE INCLUDED: Keep the seven figures together between adventures or take the collection to school, playdates and family trips. The mini animals also work as cake toppers and under-the-sea party favors.
AllClash’s September 8, 2026 guide is more explicit about separating Naval Warfare from Close Combat and includes limited collaboration heroes. Neither guide establishes official rankings, win rates, or a comprehensive hero-by-activity matrix. Recheck the current patch and each hero’s in-game skill text before investing, particularly when availability or team conditions affect the recommendation.
