Will council reform solve Scotland’s housing crisis? The Scottish Government’s proposal does not show that changing the structure of local government will, by itself, lead to more completed homes. It sets out a possible way to organise decisions and resources; separate housing plans set out investment and delivery targets. The two strands may interact, but the proposal does not quantify a housing effect.
What are the Scottish Government’s council reform plans?
In its Public sector reform: proposal, published on 21 September 2026, the Scottish Government presents a starting proposition for discussion: 6–10 regional authorities focused on strategic decisions and 120–160 community authorities focused on local decisions, with arrangements tailored to island communities.
Those figures describe a proposal, not a final map, an enacted structure or a change that is already operating. The Government says the paper is intended to facilitate debate and reach shared agreement on the scale and broad shape of reform. It also says it enters the dialogue with an open mind and is not prescriptive at this stage.

Earlier joint work by the Scottish Government and COSLA has also discussed locally led approaches, stronger community planning, regional collaboration and greater fiscal empowerment. These are governance questions: they concern who makes decisions and how authority and resources are organised.

Will reorganising councils build more homes?
It could affect conditions relevant to housing—for example, coordination between local and regional decision-makers, planning processes, accountability or the use of public resources. But the Government’s proposal does not set out a quantified mechanism showing that its suggested authority structure will increase housing completions. The material establishes a possible institutional redesign, not a demonstrated housing outcome.
That is why the title’s claim needs a qualification: the plans do not show that council restructuring will solve the crisis on its own. That is not proof that governance reform could have no effect on housing. It means the proposal, as presented, does not establish such an effect or show that structural change is a substitute for housing investment, planning policy or delivery capacity.
How does council reform compare with the housing programme?
The Scottish Spending Review 2026 describes a separate set of affordable-housing commitments. The distinction is between reorganising decision-making and funding housing delivery; planned investment and targets are not evidence that homes have already been completed.

| Local-government reform | A starting proposal to redistribute decision-making between strategic regional and local community authorities, with bespoke island arrangements. | The Scottish Government’s September 2026 proposal gives proposed authority counts and roles. It does not quantify the proposal’s effect on housing output. |
| Affordable Housing Supply Programme | A housing programme supported by public investment and intended to support delivery across social rent, mid-market rent and low-cost home ownership. | The Scottish Spending Review 2026 sets out £4.1 billion in planned public investment over four years intended to support 36,000 affordable homes. It also describes a broader £4.9 billion mix of public and private investment. These are commitments and targets, not a count of homes already delivered. |
The comparison does not make the two strands alternatives: governance reform may shape how public decisions are made, while the housing programme provides a stated funding and delivery framework. The published material does not show that the authority proposal caused, guarantees or replaces the housing programme’s targets.

What does the council-tax consultation tell us?
The Scottish Government’s 2026 analysis of the council-tax consultation reports 1,291 validated responses after moderation and data cleaning. Among respondents who answered the relevant questions, 82% (1,050) supported council-tax reform and 67% (864) supported property revaluation.
These figures describe consultation respondents, not a representative estimate of opinion across Scotland. The analysis also records concerns about higher bills, effects on rural and island communities, ability to pay, and protections for vulnerable households. The March 2026 joint statement from the Scottish Government and COSLA says engagement findings will inform future consideration by the next Parliament; it does not describe a replacement council-tax model as already in operation.

What would show whether reform helps housing?
To establish that a governance change is contributing to more homes, it would be necessary to connect the change to measurable housing delivery—not just to cite the number or type of authorities proposed. Relevant evidence would need to track how the new allocation of responsibilities affects decisions and resources, and then show whether those changes lead to additional completed homes.
The proposal and spending review cited here do not provide that causal assessment. They support a more limited conclusion: Scotland has a proposed governance reform and separate affordable-housing commitments, but the published plans do not demonstrate that council restructuring will solve the housing crisis.
