A November 2018 warning urged scientists and the wider research community to regularly review developments in chemistry and consider how their work could be misused for chemical-weapons purposes. The point is not that chemistry research is inherently dangerous or prohibited: the Chemical Weapons Convention (CWC) recognizes peaceful research, while making intended purpose central to whether a chemical or related activity falls within its ban.

Why the 2018 warning still matters

In a report published on 28 November 2018, Chemistry World described UK experts calling for regular review of developments in chemistry to help prevent misuse. They also called for clearer, tighter rules defining legitimate uses and prohibitions for certain new chemicals. The appeal came as States Parties prepared to set a five-year strategy at The Hague; it was a policy warning in that 2018 context, not an announcement that a new rule had been adopted.

Chemical science supports medicine, agriculture, industry, environmental work, and other beneficial activities. The same knowledge, materials, equipment, or processes can also be misused. Responsible practice therefore means considering both the intended benefit and whether the work could facilitate harm, without treating every potentially hazardous chemical as a weapon.

How the Chemical Weapons Convention draws the line

The CWC does not define a chemical weapon solely by a substance’s toxicity or by whether it appears on a list. Article II covers toxic chemicals and their precursors when intended for chemical-weapons purposes, munitions or devices designed to cause harm through toxic properties, and equipment directly connected with those munitions or devices. A toxic chemical is one that, through chemical action on life processes, can cause death, temporary incapacitation, or permanent harm to humans or animals.

The OPCW explains this as a general-purpose criterion: a toxic chemical or precursor intended for chemical-weapons purposes can fall within the definition regardless of whether it is listed in a CWC schedule. It also describes a consistency principle: the legitimate purpose should match the type and quantity of the chemical held. This makes context and purpose essential; toxicity alone does not settle the question.

Purposes the Convention does not prohibit

Article II(9) identifies purposes not prohibited by the Convention, subject to its conditions. These include:

During long sessions, the vents help maintain steady clarity without that stuffy, sealed-up feeling.
  • READY FOR ANYTHING — ANSI Z87.1 rated protective goggles adult built for job sites, labs, yard work, or workshops. The lens is built to withstand debris and unexpected contact while maintaining clear visibility in active shop conditions. Use them as dust goggles, work goggles, over glasses goggles, or mowing goggles.
  • Industrial, agricultural, research, medical, pharmaceutical, and other peaceful purposes.
  • Protective purposes directly related to protection against toxic chemicals and chemical weapons.
  • Military purposes not connected with the use of chemical weapons and not dependent on the use of toxic properties as a method of warfare.
  • Law-enforcement purposes, including domestic riot control, as permitted under the Convention.

The treaty’s inclusion of research and peaceful applications is explicit: “Industrial, agricultural, research, medical, pharmaceutical or other peaceful purposes” (Chemical Weapons Convention, Article II(9)(a), published by the OPCW). The Convention does not ban ordinary chemistry research. Its prohibition concerns chemical-weapons purposes, alongside the specific obligations and conditions set out in the treaty.

What ethical responsibility looks like in practice

The OPCW-supported Hague Ethical Guidelines offer a professional reference for ethical discussion and codes of conduct in chemistry. They are guidance, not a complete operational compliance manual, and do not replace legal duties under the CWC or other applicable rules. Their core message is that “Achievements in the field of chemistry should be used to benefit humankind and protect the environment.”

For scientists, that principle can be translated into practical habits:

  • Consider foreseeable misuse. When planning research, sharing data, or distributing materials and tools, ask whether the work could materially enable harmful use and whether safeguards are appropriate.
  • Maintain safety, health, and security. Treat responsible handling and protection of people, facilities, information, and materials as part of sound scientific practice.
  • Know the applicable rules. Check the laws, regulations, institutional requirements, and treaty-related obligations relevant to the work and location.
  • Raise concerns through relevant authorities. The Guidelines advise reporting misuse to relevant authorities. The appropriate route depends on the circumstances and applicable rules; the guidance does not establish one universal escalation channel.

These are shared responsibilities across the research community, not only for chemists working directly with highly toxic substances. Data, methods, equipment, and expertise can also matter to how research is used.

The 2018 policy setting—and what it does not establish

The warning appeared amid a broader 2018 review of the Convention and the OPCW’s next five years. At its Fourth Special Session on 27 June 2018, the Conference of the States Parties adopted a decision addressing the threat from chemical-weapons use. The OPCW reported that, among 106 States Parties present and voting, 82 voted in favour and 24 against (OPCW, 2018).

Before the Fourth Review Conference was scheduled to begin on 21 November 2018, the OPCW said that more than 96% of declared chemical-weapons stockpiles had been destroyed under its verification (OPCW, 2018). That is a historical figure from the 2018 announcement, not a current total. The conference context helps explain why experts emphasized continued attention to emerging chemistry; it does not show that the specific 2018 call resulted in a particular new rule.

Keep beneficial chemistry and vigilance together

The CWC’s general-purpose approach is designed to preserve legitimate chemistry while prohibiting chemical-weapons purposes. The 2018 warning asked the scientific community to keep reviewing new developments and to revisit how legitimate uses and prohibitions are defined as chemistry changes. That balance remains the useful principle for researchers: pursue beneficial work, understand the rules that apply, and stay alert to credible risks of misuse.
