Russia has not announced a numeric 2027 oil-output target in Deputy Prime Minister Alexander Novak’s October 2 remarks. He said the government was using a “moderately conservative” scenario; separate figures attributed to the Ministry of Economic Development put forecast production, including gas condensate, at 500 million tonnes in 2027.
What did Novak say about Russia’s 2027 oil output?
Speaking to journalists on October 2, 2026, Deputy Prime Minister Alexander Novak said the government was guided by a moderately conservative forecast. PRIME quoted him in Russian: “Мы ориентируемся на умеренно консервативный прогноз. Если будет выше, это даст дополнительные объемы и доходы.” In English: “We are guided by a moderately conservative forecast. If it is higher, that will provide additional volumes and revenue.” The English wording is a translation of the Russian report, not an official English-language quotation. PRIME’s October 2 report provides the quote and context.
Novak did not give a numeric 2027 output target in those remarks. “Moderately conservative” describes the scenario used for the forecast; it is not a production volume.
What are the reported forecast figures?
PRIME separately attributed the following estimates to Russia’s Ministry of Economic Development. They cover oil production with gas condensate, not crude oil alone, and are forecasts rather than observed output.

The ministry’s underlying forecast document was not directly available in the reports cited here. PRIME does not establish in this coverage how the ministry defines “oil with gas condensate,” what assumptions underpin these estimates, or whether the official forecast has since been revised. The figures should therefore be read as estimates attributed to the ministry by PRIME, not as a direct quotation from Novak or a confirmed production outcome.
What else was on the OPEC+ agenda?
Novak said OPEC+ members would discuss standard oil-market matters and compliance with production quotas at a Sunday meeting. Contemporary reports described the planned agenda, not the meeting’s eventual decisions or outcome. The Moscow Times’ republication of a Reuters dispatch and Investing.com’s October 2 report also reported the scenario framing and planned discussion.

How does Vostok Oil fit in?
PRIME reported that Novak was asked about output growth in connection with Vostok Oil. That question supplies context for the exchange; it is not evidence that the project has already delivered production or will produce a particular volume by 2027.
