There is no single Russian hacking group identified as targeting critical infrastructure in all three countries. U.S. and UK agencies have described separate campaigns: an FSB unit exploiting vulnerable networks, pro-Russia hacktivists accessing industrial control systems through insecure VNC connections, and a Russian military intelligence unit conducting espionage and destructive operations. Their targets and methods differ, and the cited advisories do not confirm that every group compromised infrastructure in the U.S., UK and Canada.

Which Russian-linked actors are involved?

“Russian hackers” is not a precise attribution. The official notices describe both Russian state units and pro-Russia hacktivist groups; political alignment does not by itself prove that a group is formally controlled by the Russian state.

Actor or campaign Attribution and reported activity Geographic scope in the cited notice What the notice does not establish
FSB Center 16 The U.S. National Security Agency (NSA) said on July 13, 2026, that the Russian Federal Security Service unit continued exploiting vulnerable or poorly configured networks. The advisory focused on router hygiene. U.S. and foreign networks; the NSA described targets across multiple sectors. It does not attribute the separate VNC-to-OT activity or every pro-Russia cyber campaign to Center 16.
CARR, Z-Pentest, NoName057(16), Sector16 and affiliates The NSA said on December 9, 2025, that it and partner agencies had observed these pro-Russia hacktivist groups using inadequately secured VNC connections to access operational technology (OT) control devices. The NSA notice describes organizations worldwide. The UK National Cyber Security Centre (NCSC) discussed related hacktivist activity in North America and Europe in its May 1, 2024 update. The NCSC said such groups may align with Russian interests without being under formal state control.
GRU Unit 29155 On September 5, 2024, the UK NCSC said allies attributed global cyber activity since at least 2020 to this Russian military intelligence unit. Reported operations included espionage, theft and leaks, website defacement, and destructive sabotage. Global activity, including operations against government and critical infrastructure organizations. This is a separate attribution. The cited announcement specifically noted WhisperGate use against Ukrainian victims before Russia’s 2022 invasion; it does not establish that Unit 29155 is the actor behind the other advisories.

What infrastructure and countries are in scope?

The advisories describe a broad range of exposed organizations, but they do not provide a confirmed country-by-country list of successful compromises covering the U.S., UK and Canada. The NSA’s July 2026 router advisory names U.S. and foreign networks and reports activity across the defense industrial base, communications, energy, financial services, government facilities and healthcare. Its geographic language should not be read as proof that every listed sector was compromised in each of the three countries in the headline.

The NSA’s December 2025 VNC warning highlights water and wastewater, food and agriculture, and energy. The UK NCSC’s 2024 update and CISA’s May 1, 2024 fact sheet also describe pro-Russia hacktivist targeting of small-scale industrial control systems and OT in North America and Europe. CISA lists water and wastewater, dams, energy, and food and agriculture among the affected critical-infrastructure areas. That regional description does not confirm a specific incident in every country or sector.

How do the campaigns differ?

Router and network exploitation

The NSA’s July 13, 2026 notice concerns FSB Center 16 exploiting vulnerable or poorly configured networks. Its recommendations focus on network-device settings, passwords, firewall restrictions and updates. This is distinct from the hacktivist reports about direct access to OT control devices over VNC.

VNC access to OT devices

In its December 9, 2025 announcement, the NSA said agencies observed the named hacktivist groups using inadequately secured VNC connections to reach OT control devices. The agency described the activity as opportunistic and often motivated by notoriety. That characterization does not make the access harmless: insecure industrial systems can be manipulated, and the consequences may extend beyond an online nuisance.

The May 1, 2024 NCSC update said related pro-Russia hacktivists targeted vulnerable, small-scale industrial control systems in North America and Europe. It described the groups as ideologically rather than financially motivated and cautioned that they may support Russian interests without being formally controlled by the state.

Espionage and destructive operations

The UK NCSC’s September 5, 2024 attribution of activity to GRU Unit 29155 describes a different set of purposes and tactics: espionage, reputational harm through theft and leaks, website defacement, and systematic sabotage through data destruction. The NCSC also said the unit deployed WhisperGate against Ukrainian victims before the 2022 invasion. These details should not be blended into the separate 2025 hacktivist or 2026 FSB Center 16 reports.

How serious is the risk to physical operations?

Not every reported intrusion or manipulation has caused physical disruption. The UK NCSC’s May 2024 update reported limited physical disruption in incidents to which U.S. agencies responded, while warning OT operators of heightened risk. CISA’s May 1, 2024 fact sheet characterized much of the hacktivist activity as unsophisticated nuisance manipulation, but said investigations found capabilities that could pose physical threats in insecure or misconfigured environments.

The practical distinction is between the apparent simplicity of an intrusion and the potential consequence of access. A nuisance-level action against an exposed system may still matter if that system controls a real process and is poorly protected. The cited notices therefore support treating insecure OT access as a safety and operational concern, without claiming that every attempt caused damage.

What should infrastructure operators do?

Apply the NSA’s router and network guidance

The NSA’s July 13, 2026 announcement recommends these controls for device owners and network defenders:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Implement SNMPv3.
  • Use strong, unique passwords.
  • Disable Cisco Smart Install.
  • Block TFTP, SMI and SNMP protocols at firewalls.
  • Upgrade software and firmware to patch vulnerabilities.

These are organizational network-security measures, not a recommendation to buy a consumer router. The NSA directs defenders to the full joint advisory for implementation details and remediation actions.

Address exposed OT access and follow incident guidance

The NSA’s December 9, 2025 notice urges critical-infrastructure entities and OT owners and operators to learn the described tactics, techniques and procedures, apply the recommended mitigations, and follow incident-response actions if compromise is detected. The announcement is not a complete response playbook; operators should use the underlying advisory for technical steps and their established incident-response processes for a suspected compromise.
