Associated Press reported that Arctic Wolf identified an intrusion attempt against an unnamed U.S. engineering company in September 2025. Investigators attributed the activity to RomCom and assessed that the company may have been targeted because of work for a U.S. municipality with a sister city in Ukraine. AP said the activity was caught before it disrupted the firm’s operations or spread further; its report did not say whether information was accessed.
What happened to the engineering company?
In an account published November 25, 2025, the Associated Press said Arctic Wolf investigators identified the activity in September. The target was an American engineering company that had done work for a U.S. municipality whose sister city is in Ukraine. The company and municipality were not named, with Arctic Wolf saying it withheld their identities to protect their security.
AP reported that the activity was identified before it disrupted the company’s operations or spread further. The report does not establish whether attackers accessed or removed data, and it does not describe the intrusion’s technical methods. The reported assessment was that the firm’s municipal work connected it to Ukraine. That is an apparent motive, not a publicly proven statement of intent by the attackers. Ismael Valenzuela, Arctic Wolf’s vice president of labs, threat research and intelligence, said: “They routinely go after organizations that support Ukrainian institutions directly, provide services to Ukrainian municipalities, and assist organizations tied to Ukrainian civil society, defense, or government functions.”

What is known about the RomCom attribution?
AP attributed the activity to RomCom and described the group as working for Russian intelligence, citing Arctic Wolf. The published account does not provide the forensic evidence behind that attribution, so readers cannot independently assess it from the report alone. The attribution should therefore be understood as investigators’ assessment as reported by AP, not as a detailed public technical case.
How does this fit the broader Russia-linked threat picture?
AP also reported that the FBI had recently warned of Russia-linked hackers seeking access to U.S. networks. It summarized CISA-described motives for Russia-aligned activity, including disrupting aid and military supplies to Ukraine, retaliating against businesses with Ukraine ties, and stealing military or technical secrets. Those broader motives provide context; they do not establish the intent or methods in this specific incident.

AP separately discussed a campaign against relief groups supporting Ukraine, including the International Red Cross and UNICEF. That campaign involved emails impersonating Ukrainian officials, and SentinelOne investigators did not attribute that separate operation to the Russian government. It should not be conflated with the RomCom-attributed activity against the engineering firm.

What can organizations take from the report?
The incident illustrates that an organization’s indirect work for a community connected to Ukraine may be relevant to how investigators assess targeting. But this single public account does not reveal enough to infer a specific vulnerability, attack technique, data loss, or a general pattern for engineering companies. Because the company and municipality remain unnamed and technical details are limited, organizations should treat the incident as a warning about potential targeting exposure—not as evidence that a particular control failed.
