PRODAFT attributed the Paperbug cyber-espionage campaign in Tajikistan to Nomadic Octopus, an actor SecurityWeek also calls DustSquad. The reported route ran through the compromised networks of an unnamed Tajikistan-based telecom provider, then reached government, public-service, individual-computing and operational-technology systems. SecurityWeek’s 2023 account of PRODAFT’s findings said 18 entities were affected; that is a reported figure, not an independently verified or current total.

Who hacked the Tajikistani carrier?

PRODAFT attributed the Paperbug campaign to Nomadic Octopus. SecurityWeek’s April 2023 coverage of PRODAFT’s findings also refers to the actor as DustSquad. This is a researcher attribution; the public accounts do not establish that a government independently confirmed responsibility or state sponsorship. PRODAFT’s public report summary characterizes the operation as intelligence-driven.

How did the operation reach its targets?

The reported access route was through compromised networks at a Tajikistan-based telecom company. SecurityWeek said PRODAFT found the actor continued harvesting information from the carrier from November 2020, and described the campaign as ongoing since 2020. The carrier is not named in the public account.

According to SecurityWeek’s summary, access expanded through document theft, stolen client contracts and credentials, weak network security configurations, and exploitation of outdated software and services. PRODAFT described the operation as starting in the firm’s network before expanding access. These are reported findings about the campaign, not a complete account of how each victim was compromised.

What did the Russian APT target in Tajikistan?

The reported target set crossed several kinds of systems: government networks and officials, telecom services, public-service infrastructure, individuals’ computers, and operational-technology devices. SecurityWeek cited gas-station systems as an example of OT targets. PRODAFT’s account treats this range as evidence of an intelligence-gathering objective, rather than a campaign limited to one organization or type of device.

SecurityWeek reported that PRODAFT counted 18 entities affected in its 2023 account. The reviewed public coverage does not provide a full list of those entities, so the figure should not be read as a complete public victim roster or a current total.

What information did the operators collect?

Reporting described both periodic data theft and surveillance as activity unfolded. Periodic collection included emails, documents, and messaging-app chat histories. Separately, operators reportedly captured screenshots in real time while victims composed emails or created contracts, exposing activity as it happened rather than only files stored for later collection.

Researchers reportedly observed Russian-language notes about compromised devices and their owners. The reports also describe backdoors capable of running commands and publicly available offensive tools. To disguise activity, operators used names resembling ordinary software, including Google Update, Chrome Update, Java Update, and Google Crash Handler. PRODAFT’s account noted deployment activity during victims’ active hours; that observation does not mean the compromises were harmless or necessarily easy to identify.

  • The available accounts attribute the activity to Nomadic Octopus but do not independently confirm state sponsorship.
  • The public reporting is historical and does not establish whether Paperbug remains active today.
