On October 3, 2026, Russia’s Foreign Ministry renewed its call for foreign nationals and diplomats to leave Kyiv and avoid travel to Ukraine, warning of further strikes. The warning followed attacks in Kyiv, including a reported strike on the Northern Bridge. It does not establish that another strike will occur, when one might happen, or what it would target.
What Russia said
The Russian Foreign Ministry said foreign nationals and diplomats should leave Kyiv and refrain from traveling to Ukraine. It warned of further strikes. The Associated Press described the threat as involving “mass retaliatory strikes”; Reuters, in a report republished by Internazionale, described them as “targeted retaliatory strikes.” Those are descriptions of Russia’s statement, not independent confirmation of future attacks or their targets.
Reuters’ account said Moscow presented the threatened strikes as retaliation for alleged Ukrainian attacks on civilians and civilian infrastructure in Russia. That rationale is Russia’s stated allegation, not an independently established finding in the cited reports. The Associated Press report and Reuters’ report republished by Internazionale provide those characterizations.

What happened at Kyiv’s Northern Bridge
Agence France-Presse reported that Kyiv Mayor Vitali Klitschko said a strike on the Northern Bridge wounded two people. The report described damage to the road surface and trolleybus overhead wires, which restricted traffic. These are bridge-specific injuries and damage; the report does not say the bridge was destroyed.
#1 Best Overall
The Associated Press separately reported at least six people killed in Russian attacks in Ukraine. That is a wider national casualty figure, not a Kyiv-only total and not the death toll from the Northern Bridge strike. Read AFP’s report republished by France 24 and the AP report for the separate accounts.
Is this a new warning, and are embassies leaving?
AFP and AP characterized the October 3 statement as a renewal or repetition of an earlier warning; AFP reported that Moscow issued a similar warning in May. The reports do not establish that embassies have evacuated in response to this latest statement, so the Russian call should not be taken as confirmation of embassy departures.

The cited reports establish that Russia issued a warning, but they do not establish whether another strike will happen, its timing, or its targets. They also do not provide a directly attributable Ukrainian Foreign Ministry response to the October 3 warning. AFP quoted the Russian Foreign Ministry saying, “We note with concern that not everyone has heeded these warnings, and that individuals are knowingly exposing themselves to mortal danger,” and that “responsibility for any potential negative consequences rests entirely with those who ignore this warning.” Those are the ministry’s statements, not independently verified assessments of individual risk or determinations of responsibility.
