Russia’s draft federal budget would nearly double planned 2027 spending on its internet-filtering system, while a separate report says officials have discussed a possible charge on some users’ international 5G traffic. The spending is a reported draft appropriation; the traffic fee is not established as enacted or being billed.
What the draft budget would fund
The Moscow Times reports that Russia’s draft budget allocates 19.87 billion rubles to the Automated System for Ensuring the Security of the Russian Segment of the Internet (ASBI) in 2027, up from 9.87 billion rubles in the earlier plan. The reported draft figures are 19.844 billion rubles in 2028 and 19.87 billion in 2029—nearly 60 billion rubles across the three years. The Moscow Times’ account and TechRadar’s report describe these as planned budget figures, not a general consumer VPN subsidy or retail-product budget.
The Moscow Times says the funding would go to the Main Radio Frequency Center (GRChTs), which operates under Roskomnadzor. The system includes TSPU equipment installed on telecom operators’ networks under the “sovereign Runet” law, which took effect in November 2019.

TSPU equipment is described as filtering network traffic, blocking or slowing access to online resources, and targeting tools used to circumvent restrictions, including VPNs. The Moscow Times also reports a modernization target of 953.9 Tbit/s by 2030. That is a target, not a measurement of the system’s current capacity or throughput.

What is reported about a possible 5G traffic fee
Separately, TechRadar reports that officials have discussed charging users who consume more than 50 GB of international traffic on 5G. The report says telecom operators lacked the technical ability to distinguish international traffic carried over 5G from LTE in real time. It does not establish a final rate, start date, adopted rule, or active billing.
The reported threshold concerns users’ international 5G traffic, rather than funding for the nationwide filtering infrastructure. The two measures therefore differ in target, scope, and status: one is a draft public spending allocation for system-wide infrastructure; the other is a reported discussion of a possible user charge.

How this relates to the earlier traffic-charge plan
In July 2026, TechRadar reported that an earlier foreign-traffic charge plan had been scrapped after technical delays and public backlash. That proposal was described as allowing 15 GB and charging roughly 150 rubles for each additional GB. TechRadar attributed to Deputy Minister of Digital Development Ivan Lebedev, speaking in a State Duma session, the statement: “Fees for foreign traffic are not being considered”. TechRadar’s July report attributes the account of the session to Meduza.

The October report’s discussion of a fee above 50 GB for international 5G traffic may be a distinct proposal or a revived version of the earlier idea. The reports do not resolve the relationship, so the July cancellation and October discussion should not be treated as proof that a new charge has been adopted.

Another proposal is separate from the fee
TechRadar also reports that a proposed Anti-Fraud 3.0 legislative package would prevent Russian hosting providers, for one year, from serving individuals who host VPNs or proxies if those services are entered in a Roskomnadzor registry. This is a separate proposed hosting restriction—not part of the reported 5G fee, and not established as already in force.

- Reported in the draft budget: ASBI appropriations of 19.87 billion rubles in 2027, 19.844 billion in 2028, and 19.87 billion in 2029, according to The Moscow Times.
- Reported as a proposal under discussion: a possible charge for users exceeding 50 GB of international traffic on 5G, according to TechRadar.
- Not established by the cited reporting: final approval of the specific ASBI appropriations, a fee amount or effective date, or that users are currently being billed under the reported 5G proposal.
A public federal budget law page points readers to detailed appendices, including classified and secret appendices; the public article reviewed does not independently show the specific ASBI amounts. The ConsultantPlus page therefore does not independently confirm those reported draft figures.
