Rotterdam ROCKS! is a design proposal for the first Shift Embassy, a cultural destination planned for Rotterdam’s south bank of the Maas. MVRDV’s seven stacked, rock-like forms are intended to bring exhibition, hospitality, public space and landscape together. The project is still listed as in progress; the available official sources do not confirm that it is open or provide an opening date.

What Rotterdam ROCKS! is proposing

Initiated by Shift Foundation / social enterprise Shift, the project is framed as a place to explore how people and nature might live in symbiosis. MVRDV’s design organizes two connected towers into seven rounded, rock-like forms. One set of functions centers on exhibition; the other includes hospitality, with routes and shared spaces connecting them.

Visitors are envisioned moving through interior spaces described as caves, then following an outdoor route that climbs the structure to terraces and viewpoints. The proposal combines cultural exhibition with education, events, community gathering, food service, retail and hotel uses. That mix makes it both a proposed public destination and a hospitality complex—not solely an exhibition building.

What the project’s area and room figures mean

MVRDV gives three figures that describe different parts of the design. They are design-stage descriptions from the architect, not independent measurements of a completed building.

Figure What it describes Source and qualification
20,000 m² Overall project surface area MVRDV’s current project page; listed as the project’s surface area. MVRDV project page
5,000 m² “The Elysium,” a proposed immersive experience MVRDV’s July 21, 2026 announcement; this is not the overall project area. MVRDV announcement
200 rooms Proposed hotel MVRDV’s July 21, 2026 announcement; a design proposal, not a confirmed operating inventory. MVRDV announcement

The planned program also includes education and event spaces, a food court, a restaurant and an observation deck. These descriptions indicate intended uses; they do not establish that those facilities have been built, that visitor services are available, or that tickets or hotel rooms can be booked.

How the design proposes to connect a building with nature

MVRDV describes planted surfaces, terraces, shaded areas, niches and water systems as ways to extend the riverside landscape vertically through and over the building. The design discussion includes water retention and filtration, soils and vegetation, as well as places intended to support birds and other animals. Public routes and terraces would bring people into contact with those landscape elements.

The sustainability case also includes ambitions for low-carbon construction, circular building methods, material reuse, adaptability and public monitoring of building performance. MVRDV founding partner Winy Maas said the design brief was expanded “to reduce carbon dioxide emissions and to create inclusive spaces for people, trees, plants, for water, air, and for animal habitats, balancing the need for new built space with new landscapes to compensate our ecological impact,” in the firm’s July 21, 2026 announcement.

These are proposed strategies, not demonstrated results. The official sources reviewed describe no measured operating carbon or energy performance, verified biodiversity gain, or quantified water outcomes. Until the project is built and its performance is documented, it is more accurate to describe Rotterdam ROCKS! as an attempt to make sustainability visible and test approaches than as proof that a building has achieved a particular environmental result.

How MVRDV was selected, and what happens next

According to MVRDV’s July 21, 2026 announcement, Shift launched an international competition in January 2025. It received 80 first-stage proposals; five finalist teams advanced and presented designs in early March 2026. After verification of the two highest-ranked teams, Shift selected MVRDV and its collaborators. The team entered a short pre-design phase in June, and MVRDV said the refined design was being unveiled ahead of a local participation process planned for autumn 2026.

The current project page credits MVRDV as architect; Arcadis for landscape and cost calculation; Arup for structural engineering; DGMR for building physics and mechanical, electrical and plumbing work; and Joris Laarman Lab for art involving biomes and the building skin. The announcement also names SB&Co. as part of the selected team.

The participation process is a planned next step, not confirmation of final approvals or construction. The official sources do not settle the project’s final cost, construction schedule, opening date or ultimate design.

What readers can conclude today

Rotterdam ROCKS! is a substantial, ambitious proposal: its seven forms are meant to connect an immersive cultural experience and hospitality with public routes, landscape and ecological features. But its central claim—that people and nature can live in symbiosis—remains a design goal. The project’s eventual environmental effects and visitor experience cannot yet be judged from the available project descriptions.
