Neither white-label PPC nor freelancers have a proven, universal ROI advantage. To compare them, calculate what your agency keeps from the same client scope and month after fulfillment fees, internal oversight, quality control, tools, and other direct delivery costs. Keep ad spend separate when it is passed through to the platform, and assess campaign outcomes and operational continuity separately.
What “ROI” means in this comparison
White-label PPC is specialist campaign fulfillment delivered under your agency’s brand: your agency remains the client-facing service provider, while an external provider performs agreed work. A freelancer is an individual contractor who may work directly with your agency. Either model can be suitable; the label alone does not establish who will do the work, its quality, or the total cost.
For agency economics, compare contribution per account over the same period:

Agency contribution = client service revenue − fulfillment fees − internal delivery labor − tools and other direct costs.
#1 Best Overall
Exclude pass-through media spend from service revenue if your agency collects it for payment to advertising platforms. Include internal time spent briefing, reviewing, reporting, communicating with the client, and correcting work. A lower contractor invoice does not necessarily mean a higher contribution if the arrangement requires substantially more agency labor.
Keep this unit-economics calculation distinct from advertising performance. A delivery model may be less expensive to operate without producing better campaign results, or vice versa. No independent head-to-head study or reliable industry statistic identified here establishes that white-label PPC or freelancers generally produce higher ROI.
Compare both options on the same account and scope
Use the same client price, account, month, campaign scope, and assumptions for each option. Compare the actual people and commitments involved rather than treating each model as a fixed package.

|---|---|
| Total direct cost | What are the fees, setup costs, extra-scope charges, tools, and agency hours for briefing, QA, reporting, communication, and rework? |
| Scope and channel coverage | Which campaign tasks and advertising channels are included, and what falls outside the agreement? |
| Assigned worker | Who will actually handle the account? What is that person’s relevant experience and level of involvement? |
| Capacity and continuity | Is there backup coverage? How are absences, workload spikes, handoffs, and urgent requests handled? |
| Access and control | Which account permissions are needed, who retains administrative control, and how can access be removed at the end? |
| Reporting and measurement | What will be reported, how often, and how will the agency verify that conversion values represent meaningful business outcomes? |
| Retained contribution | At the client price your agency can actually sell, what remains after fees and internal delivery costs? |
White-label arrangements can put an intermediary between your agency and the person doing campaign work; a freelancer may offer more direct contact with the worker. Neither is guaranteed: ask who will handle the account, who answers questions, and who is responsible for review and corrections. A contained, single-channel account may be easier to scope with an individual contractor, while broader work may make coverage and backup arrangements especially important. Those are considerations to test, not proof that one model is more profitable.

Build a per-account comparison worksheet
For each delivery model, use a consistent month and record the following. Keep estimates and assumptions visible rather than presenting them as established rates.
- Client service revenue: Record the agency’s fee for the work. Exclude media budget passed through to advertising platforms.
- Fulfillment cost: Include the provider or freelancer fee, setup charges, and any expected extra-scope work.
- Agency labor: Estimate hours for briefing, approvals, oversight, QA, reporting, client communication, and rework. Multiply each model’s total by the same internal labor rate.
- Other direct costs: Add account-related tools and other direct delivery expenses.
- Contribution: Subtract fulfillment, internal labor, and other direct costs from client service revenue.
- Campaign outcomes: Separately assess spend, validated conversion value, and downstream business results where available.
- Continuity controls: Note the named backup, documented access, response commitments, and exit and handoff arrangements.
Run a base case and a realistic downside case that includes possible rework, unplanned support, or account churn. The sources do not establish standard rates for these risks, so use assumptions grounded in your own experience and label them clearly. If an apparently cheaper option only wins when every task goes smoothly, that sensitivity should be visible in the decision.
Measure advertising results using business value
Campaign ROI depends on whether the conversion actions and values correspond to outcomes the client cares about. Google Ads says conversion values can represent business value such as sales revenue or profit margins, and identifies the Conversion value/cost column as a way to track campaign ROI. See Google Ads guidance on conversion values.

For lead generation, raw lead volume is not the same as profit. Where data is available, connect lead events to qualified leads, sales, or another downstream outcome before treating assigned conversion values as evidence of business return. Make sure both delivery options are evaluated against the same conversion definitions and data.
Account for campaign learning before drawing conclusions from short periods. Google’s conversion measurement documentation describes a standard 7–14-day Smart Bidding learning phase and notes that frequent changes to budgets, targets, or conversion goals can reset that learning window. A short-term fluctuation during this period does not by itself show that a fulfillment model is better or worse. See Google Ads guidance on conversion measurement.
What published pricing can—and cannot—tell you
A 2026 guide published by Lets Make Brand gives white-label PPC wholesale pricing estimates of $500–$3,500 per client per month and resale margin estimates of 30–60%. These are that publisher’s market estimates, not an independent, controlled benchmark or a promised margin. Actual pricing can vary with account complexity, scope, and pricing structure. See Lets Make Brand’s 2026 white-label PPC pricing guide.
Gonzalo Escudero’s September 2026 article describes per-project, per-account, and percentage-based pricing and recommends deriving a fulfillment budget from client billing and the agency’s desired margin. That is a budgeting method, not proof of realized ROI. See Escudero’s white-label PPC pricing article.
Use published figures as context for questions to ask, not as an input that replaces a quote. Request pricing for the same scope, account size, and geography from the providers you are actually considering; then compare the complete direct cost, including your agency’s own time.

Check account ownership, permissions, and exit terms
Before granting access, identify the permissions each worker needs and confirm how your client retains administrative control. Google states: “The client account still owns its data and has the ability to remove ownership access by unlinking.” Manager-account ownership does not eliminate the client account’s administrative rights or data ownership. See Google Ads guidance on manager-account ownership.
Platform permissions do not settle contractual responsibilities. Put access expectations, data handling, reporting responsibilities, termination, and handoff obligations in the relevant agreements. Document how the agency and client can revoke access and retrieve campaign records when a provider or freelancer relationship ends. For white-label providers, also clarify who communicates with the client and how the provider’s role is represented.
Choose based on the account’s needs, not the label
- A freelancer may fit when the scope is contained, the assigned individual has the necessary expertise, direct communication is useful, and the agency can manage coverage and review.
- A white-label provider may fit when the agreed fulfillment scope, account coverage, reporting, and backup arrangements match the agency’s needs and the agency can maintain the client relationship and quality control.
- Either option needs closer scrutiny when the fee excludes substantial work, the actual worker is unclear, conversion measurement is weak, account permissions are broader than necessary, or there is no workable continuity and exit plan.
Vendor comparisons can help frame questions, but they are not ROI evidence. For example, PPC Magic’s September 2026 review compares PPC agencies and freelancers; it does not establish a universal return advantage for white-label fulfillment over freelance work. See PPC Magic’s agency-versus-freelancer comparison. For white-label definitions and concerns about margins, reporting, and client ownership, see 3rive’s 2026 overview of white-label PPC services.
