You can play a Roblox experience that imitates VR hands without a headset, but you cannot use Roblox’s actual VR mode that way. One headset-free option, Become a VR Hands📱🎮No Headset Needed!, says it uses keyboard controls and shows the controls in-game. Its listing also warns that it is in beta and may have bugs.
First, distinguish VR mode from a headset-free imitation
Roblox’s PC VR mode requires a supported headset connected to the PC. Roblox’s setup instructions direct players to enable VR in an experience’s settings and put on the headset to play: Setting up VR for Roblox.
A headset-free experience can imitate the idea of VR hands, but it is not Roblox’s actual VR mode. The cited headset-free listing describes keyboard control; it does not establish camera-based hand tracking or physical VR-style input.

Do not assume that headset-free controls described for one experience apply to another experience with a similar name.
If you mean Roblox’s actual VR mode
Use Roblox’s official PC VR setup instructions with a supported headset connected to the PC. The headset-free experience is an alternative for playing a VR-hands-style game with ordinary keyboard controls, not a way to enable platform VR without VR hardware.
