Rob Joyce was announced as NSA’s next director of cybersecurity in January 2021 and began leading the agency’s Cybersecurity Directorate in early April. He held the post until retiring effective March 31, 2024; Dave Luber began as director the following day.
When was Rob Joyce appointed NSA cybersecurity director?
SecurityWeek reported on January 18, 2021, that NSA had announced Joyce’s selection as its new cybersecurity director. That announcement date is distinct from his first week in the role: NSA’s April 9, 2021 account says Joyce started as director the prior week and succeeded Anne Neuberger. What does NSA’s Cybersecurity Directorate do?
NSA says it established the Cybersecurity Directorate in October 2019. Its stated task was to prevent and eradicate cyber threats to the Department of Defense, National Security Systems, and the Defense Industrial Base. NSA’s account of Joyce’s work also highlights building partnerships across the U.S. Government, industry, and allied countries.
What experience did Joyce bring to the role?
Before becoming director, Joyce served as NSA’s senior cryptologic representative in the United Kingdom and as Special U.S. Liaison Officer in London. He also served as Special Assistant to the President and Cybersecurity Coordinator at the White House from March 2017 to May 2018, and led NSA’s Tailored Access Operations. When did Joyce leave, and who succeeded him?
NSA announced Joyce’s retirement on February 20, 2024, effective March 31, 2024. Dave Luber began as director on April 1, 2024, according to NSA’s April 4 announcement. NSA’s February 20, 2024 retirement announcement described Joyce as having served 34 years at the agency. Its April 4, 2024 announcement introducing Luber described Joyce’s service as 35 years. The releases give different totals; each figure should be understood as the one stated in that particular announcement rather than silently treated as a single reconciled number. In the retirement release, Joyce said, “I am honored to have served for over 34 years at the National Security Agency.”
