In a road work zone, follow the signs and traffic controls actually posted, obey traffic laws, slow down as conditions require, and stay alert to workers, equipment, and changing lane patterns. Work zones can shift as construction progresses, so do not assume the route or available space will remain the same from one visit to the next.
How should I drive through a construction zone?
- Notice the advance warning. Begin paying attention as soon as you see work-zone signs, flashing signals, flaggers, or other traffic controls. Watch for lane closures, changed routes, and instructions about speed or stopping.
- Follow the controls in place. Obey posted signs, signals, flaggers, and applicable traffic laws. Temporary arrangements can differ from the usual road layout; follow the site’s current directions rather than relying on memory or a navigation app alone.
- Stay attentive and leave room to respond. Keep your attention on the roadway and surroundings, including traffic slowing ahead, workers, and construction vehicles. Avoid distractions and sudden maneuvers; make lane changes only when permitted and safe.
- Expect conditions to change. Work may progress in stages, and lanes, usable space, or traffic patterns may change. Continue checking signs and controls throughout the zone, not just at its entrance.
- Continue to follow directions until you are clear. Do not treat a gap in visible activity as permission to ignore posted controls. Resume ordinary driving only when the work-zone instructions have ended and the road conditions allow it.
What should I do when lanes shift around road work?
Use the signs, markings, signals, and flagger instructions at the site to determine where to travel. A shifted lane or narrowed roadway can leave less room for error, and temporary layouts may not match familiar markings or the route you normally take. Avoid abrupt changes, do not drive into a closed area, and do not move cones or other traffic-control devices. If a direction is unclear, proceed cautiously and follow the official controls rather than improvising a route.
What risks do work zones create?
Work zones can expose both road users and workers to hazards. Federal Highway Administration (FHWA) data based on NHTSA Fatality Analysis Reporting System records counted 863 U.S. work-zone fatalities in 2020 and 956 in 2021. These totals include multiple road-user categories and are not worker-only counts. Drivers and passengers accounted for 685 deaths in 2020 and 778 in 2021; people on foot and bicyclists accounted for 171 and 173, respectively. Worker fatalities are tracked separately from those overall work-zone totals. FHWA reported 108 highway-worker occupational fatalities at road-construction sites in 2021 and 94 in 2022. These are dated U.S. figures, not estimates for the current year. FHWA Work Zone Facts and Statistics

How are workers protected inside a work zone?
FHWA identifies contact with construction vehicles, objects, and equipment as the leading cause of highway construction worker injuries and fatalities. OSHA likewise says most U.S. road-construction work-zone fatalities involve a worker struck by construction equipment or another vehicle, and notes that equipment within the work zone is also hazardous. Worker protections are the responsibility of road agencies, project teams, and employers—not items ordinary drivers should buy or deploy. FHWA describes high-visibility apparel and positive-protection measures such as barriers, shadow vehicles with energy-absorbing attenuators, and vehicle-arresting systems. For Federal-aid highway rights-of-way, FHWA says MUTCD Part 6, Section 6D.03 requires high-visibility safety apparel for workers. Who shares responsibility for work-zone safety?
Safe passage is not solely a driver’s job. FHWA describes work-zone safety as a shared responsibility involving drivers and passengers, field workers, emergency responders, police and courts, and state and local governments. Road users can do their part by staying alert and following the controls; agencies and project teams plan and manage the work-zone setup, while employers provide worker protections. What do the 2024 federal work-zone rule updates cover?
FHWA says updated Work Zone Safety and Mobility and Temporary Traffic Control Devices rules were published on November 1, 2024, and took effect on December 2, 2024. They apply to Federal-aid highway projects, not automatically to every local road or every traffic rule. The temporary-device rule addresses positive protection, installation and maintenance of temporary traffic controls, and use of uniformed law enforcement. These are project requirements and controls; for a driver, the practical instruction remains to follow the signs and directions posted at the site. Does this guidance apply everywhere?
This is general U.S.-oriented safety guidance, not state- or locality-specific legal advice. Traffic laws, detours, and site arrangements vary.
