Yes—RISC-V is gaining momentum in China, with rapid reported market growth, a move toward server-class processors and a widening ecosystem focused on AI, automotive and high-performance computing. That signals a serious push to make RISC-V a strategic alternative, not proof that it has already displaced Arm or x86.

How fast is China’s RISC-V market growing?

Frost & Sullivan estimated China’s RISC-V-powered chip-product market at RMB 0.1 billion in 2020 and RMB 16.1 billion in 2024, a reported compound annual growth rate (CAGR) of 263.5%. In a 2026 Hong Kong Stock Exchange filing, the firm projected the market would reach RMB 161.1 billion by 2029, implying a 45.9% CAGR for 2025–2029.

Those figures describe a market estimate and forecast, not audited chip shipments. They indicate rapid expansion from a small base, but they do not establish how many RISC-V chips are shipping in China today; no authoritative China-specific unit-shipment total is established here.

Why is China adopting RISC-V?

RISC-V is an open instruction-set architecture (ISA): the rules that software uses to communicate with a processor. Its modular design lets chipmakers build a base processor and add extensions for particular needs, such as AI, vector processing or security. This flexibility can support differentiated processors without relying on a single fixed design.

XIAO ESP32C3 3PCS Pack - RISC-V Tiny MCU Board with Wi-Fi and Bluetooth5.0, Battery Charge Supported, Power Efficiency and Rich Interface
  • Flexible MCU Board: Incorporate the ESP32-C3 32-bit RISC-V chip, operating up to 160 MHz, mounted multiple development ports,
  • Developer Friendly: Compatible with Arduino IDE, MicroPython, CircuitPython, PlatformIO, ESP IDF, Zephyr, Matter, ESPNow, Meshtastic, WLED, ESPHome, Home Assistant, Ubidots
  • Outstanding RF performance: Complete Wi-Fi functions and Bluetooth Low Energy, while supporting communication over 100m with anFL antenna
  • Elaborate Power Design: 4 working modes as low as 44 μA in deep sleep mode, while supporting lithium battery charge management
  • Thumb-sized Design: 21 x 17.5mm, Seeed Studio XIAO series classic form factor

For China, that technical flexibility aligns with a broader strategic interest in building domestic chip-design capability and reducing exposure to Arm or x86 dependencies. It does not, by itself, remove the challenges of manufacturing chips or building mature software and production systems.

From embedded devices to higher-value applications

RISC-V has long been associated with smaller embedded and control applications. The current push reaches further: server platforms, AI acceleration, automotive and high-performance computing (HPC) all featured in the 2025 RISC-V China Summit program. These fields have very different requirements, so progress in one does not establish readiness in the others.

What does Alibaba’s XuanTie C930 signal?

Xinhua reported that Alibaba DAMO Academy’s XuanTie C930 was the first server-level CPU in the XuanTie line and was due to begin delivery in March 2025. The milestone shows an effort to extend RISC-V into server and AI workloads, beyond the lower-power embedded uses often associated with the architecture.

A planned delivery start is evidence of a product milestone, not proof of broad deployment, commercial scale or performance parity with established server processors. The report does not establish those outcomes.

How broad is China’s RISC-V ecosystem?

The 2025 RISC-V China Summit agenda included Alibaba, RISC-V International, SiFive, Tenstorrent, Synopsys, Nuclei, SOPHGO and ESWIN, among others. Its sessions covered servers, AI, software and ecosystem adoption. The range of participants and topics points to activity across processor design, tools, platforms and applications—not just interest in the ISA itself.

A 2026 report on 2025 from the Chinese Academy of Sciences’ Chengdu Literature and Information Center said four RISC-V instruction-set extensions had been approved and 33 specifications were in development. It described work oriented toward AI acceleration, HPC and security, as well as maturing support for Linux, FreeBSD, Go and .NET. “Maturing” support signals progress; it does not mean every application or workload is already compatible or production-ready.

Is China’s government backing RISC-V?

The Chinese Academy of Sciences’ 2025 account describes strong policy and infrastructure support for RISC-V. Separately, Reuters reported that eight Chinese government bodies were drafting nationwide guidance to encourage use of open-source RISC-V chips. That should be treated as reported draft guidance: a final official text, effective date and compliance requirements are not established here.

Can RISC-V replace Arm or x86 in China?

Not on the evidence available. China’s growth estimates, ecosystem activity and server-class design efforts show strategic positioning and expanding adoption, but they do not demonstrate completed replacement across the market. RISC-V, Arm and x86 also serve diverse product categories; an architecture’s suitability for an embedded controller says little on its own about suitability for a server, car or AI system.

What to compare for a specific use case

  • Performance per watt: Assess the actual processor and workload, rather than assuming an advantage from the ISA.
  • Software readiness: Check operating-system support, compilers, libraries and application compatibility for the workload you need.
  • Extension strategy: Establish whether required features use standard extensions or vendor-specific ones, and what that means for portability.
  • Development and verification: Consider the time and cost of customization, security evaluation and validation.
  • Production availability: Confirm that suitable silicon and platforms are available at the scale and maturity the application requires.
  • Supply and licensing exposure: Compare dependencies and licensing arrangements for the specific designs under consideration.
