At the September 29, 2026 MAHA Summit, HHS Secretary Robert F. Kennedy Jr. said AI could give patients a “second opinion that is much better informed than any doctor in the country.” That is a striking claim, but it is not proof that AI is better than doctors at providing care. The distinction matters: an AI tool may help summarize records or surface information without being a reliable substitute for a clinician’s judgment, responsibility, and follow-up.

What Kennedy said at the MAHA Summit

During a fireside chat with Vice President JD Vance in Washington on September 29, 2026, Kennedy described AI as a way to analyze lengthy medical records and check medical advice. The event transcript records him saying: “It can give you a second opinion that is much better informed than any doctor in the country.” Read the Roll Call / Factba.se transcript.

That wording is narrower than saying AI is categorically better than human doctors. It concerns an AI-generated second opinion, which may have access to a large record or quickly retrieve information. The transcript does not establish superior diagnosis, treatment choices, communication, follow-up, or patient outcomes across medical care.

Kennedy also relayed an alleged comment from Sam Altman, saying Altman told him it “would be malpractice for a doctor to make a diagnosis or to make a prescription without at least checking AI.” This is Kennedy’s account of a conversation, not independent confirmation of Altman’s words or evidence that consulting AI is a legal or professional standard.

Can AI give a better-informed second opinion than a doctor?

“Better informed” can mean different things. A system that can rapidly summarize a long record may help a patient or clinician notice information worth discussing. But processing more text is not the same as deciding what matters for a person’s symptoms, circumstances, and risks—or taking responsibility for what happens next.

Question What the available evidence supports
Can AI process records or provide information? Kennedy argued that it could. The transcript documents his claim, not a clinical evaluation of a particular system. Roll Call / Factba.se transcript
Has general AI been shown to outperform doctors across care? Not in the sources cited here. They do not establish an overall winner for diagnosis, treatment, communication, follow-up, or outcomes.
Does this establish that doctors should consult AI to avoid malpractice? No. The malpractice wording is second-hand in Kennedy’s account; no standard of care is established by the transcript. Roll Call / Factba.se transcript
Has this speech been shown to reduce trust in health institutions? No measured causal change is reported in the cited coverage. Medical societies warned of a risk to trust, which is not the same as evidence that the speech caused a decline.

A useful distinction is between decision support and independent authority. An AI tool might help organize information for a conversation with a clinician. Treating its answer as a final diagnosis or treatment plan is a different proposition, and the sources here do not demonstrate that it is safe or superior to clinician-led care.

What medical organizations warned about

Six medical societies—the American Medical Association, American Academy of Family Physicians, American Academy of Pediatrics, American College of Obstetricians and Gynecologists, American College of Physicians, and American College of Surgeons—issued a joint response, according to Fierce Healthcare. They said claims that AI is inherently better informed than physicians, or that physicians cannot be trusted without first consulting AI, “diminish physician expertise and risk undermining patients’ trust.”

The organizations also emphasized that physicians consider patients’ circumstances, use professional judgment, and take responsibility for care. Their warning is a named stakeholder assessment about potential harm to trust—not a measured finding that Kennedy’s remarks have already caused trust to fall.

What a small study says about trusting AI medical answers

A 2024 arXiv preprint by Shekar, Pataranutaporn, Sarabu, Cecchi, and Maes examined how people judged physician and AI-generated responses to medical questions. Its results illustrate why an answer that sounds convincing should not automatically be treated as accurate.

  • The authors assembled 150 AI-generated responses. Physician evaluators classified 56.0% as high accuracy and 44.0% as low accuracy. Those percentages describe that selected study dataset and its rating procedure; they are not a real-world AI diagnostic-accuracy rate.
  • In an experiment with 100 online participants evaluating selected question-and-response pairs, participants’ accuracy in identifying whether an answer came from a physician or AI was around 50%.
  • Participants could judge low-accuracy AI responses as valid, trustworthy, or complete. The study also found that participants valued physician involvement in delivering medical advice.

The study therefore raises a practical concern: fluency and uncertainty about who produced an answer can make it harder for a reader to judge quality. It does not establish that every AI model or medical task behaves the same way, quantify patient harm in practice, or show that AI is generally superior to clinicians. Read the 2024 preprint.

What Kennedy proposed about health records and AI

At the summit, Kennedy said HHS was working toward Americans having access to their medical records on cell phones by the end of the administration. That is a political promise in the event transcript, not evidence that a product is available or that the proposed date has been met. Roll Call / Factba.se transcript.

At a separate MAHA-related event, Kennedy advocated connecting medical and lifestyle information and making it available to government and independent researchers for AI analysis, including investigation of possible links between exposures and chronic disease. The Guardian’s account describes a policy vision; it does not establish that an integrated data system has been built or implemented. The Guardian’s coverage.

More access to records could give people and researchers additional information to examine. It would not, by itself, prove that AI interpretations are correct or that a chatbot can replace the clinical work of assessing an individual patient.

So, should patients trust AI over doctors?

These sources do not support a general rule to trust AI over a physician. They support a narrower view: AI may be useful for handling information, but its output needs careful interpretation, and the cited evidence does not establish superior care overall. The study shows that people in one limited experiment could mistake low-accuracy AI answers for trustworthy ones; the medical societies warn that presenting AI as inherently superior could undermine confidence in clinicians.

It is reasonable to use an AI answer as a prompt for questions, not as proof that a clinician is wrong. If an answer appears to conflict with medical advice, discuss the specific discrepancy with a qualified clinician rather than changing a diagnosis or treatment solely on the chatbot’s say-so. The cited sources do not measure whether Kennedy’s statement changed public trust, so claims that this episode has already “ruined” trust go beyond what they establish.
