No. The organizer advertises free general admission and parking, but tournament participation can have a separate fee. Its listing specifies a $5 entry fee for the Super Smash Bros. Melee tournament, while Marvel vs. Capcom 3 and Soulcalibur II are described as free to enter. Check the event page for the applicable activity rules and any schedule changes.
Should you bring a controller?
The organizer says classic consoles and controllers are available and that personal controllers are welcome for the Melee activity.
