A request for proposal (RFP) is a solicitation that explains what a buyer needs and invites suppliers to propose how they would meet that need. In U.S. federal negotiated procurement, an RFP also sets out anticipated contract terms, the proposal information required, and the evaluation factors and their relative importance. The details vary by procurement, so the solicitation itself—not a generic template—controls what bidders must submit and how proposals will be assessed.

What does RFP mean?

RFP stands for request for proposal. In business, the term generally describes a document a buyer uses to invite vendors to propose an approach to a requirement. It is not simply a request for a price: an RFP can ask suppliers to explain their solution, capabilities, delivery plan, and proposed terms as well as costs.

The formal rule cited here applies specifically to U.S. federal negotiated acquisitions. The Federal Acquisition Regulation (FAR) says that RFPs communicate government requirements to prospective contractors and solicit proposals. That federal definition should not be treated as a universal legal rule for private organizations or procurement in other countries. FAR 15.203

What must a competitive federal RFP include?

For a competitive federal acquisition, FAR 15.203(a) identifies four minimum content categories. The solicitation tells offerors:

  • The government’s requirement.
  • The anticipated contract terms and conditions.
  • What information their proposals must contain.
  • The evaluation factors and significant subfactors, including their relative importance.

These elements give offerors a common basis for preparing proposals and disclose the framework the agency will use to evaluate them. They do not impose one universal scoring formula: the specific solicitation states the criteria for that competition, and price is not necessarily the dominant factor.

How is a federal RFP organized?

The FAR Uniform Contract Format provides a more detailed structure for covered solicitations. Its four parts are:

Part I: The Schedule Solicitation form; supplies or services and prices or costs; description, specifications, or statement of work; inspection and acceptance; deliveries or performance; contract administration; and special contract requirements.

Part IV: Representations and Instructions Offeror representations and certifications; instructions and notices; and evaluation factors.

This is a federal format, not a required layout for every private-sector RFP. Depending on the procurement, a solicitation may also specify scope, deliverables, schedule, submission format, a questions process, contract duration, pricing structure, or attachments. Why do buyers issue RFPs?

An RFP lets a buyer communicate a need and invite proposed approaches, rather than asking suppliers only to quote a price. In federal negotiated acquisitions, FAR Part 15 describes a process intended to support impartial, comprehensive evaluation and selection of the proposal representing best value to the government, while minimizing unnecessary solicitation and evaluation complexity. For a competitive federal acquisition, stating the evaluation factors and their relative importance makes the basis for the decision visible to offerors. The solicitation’s own criteria govern; do not assume all competitions use identical weights, scoring methods, or priorities.

How can an RFP process differ?

Competitive acquisitions

Competitive federal RFPs must provide the content categories specified by FAR 15.203(a), including the evaluation factors and their relative importance. Offerors should use those stated criteria and instructions to shape their submissions.

Sole-source acquisitions

A sole-source RFP can be tailored to the circumstances. FAR 15.002 advises removing information and requirements that are unnecessary, which may include evaluation criteria and lengthy proposal instructions. FAR 15.203 also permits letter RFPs in sole-source acquisitions and other appropriate circumstances, subject to specified minimum information. FAR 15.002

Oral RFPs

Oral RFPs are not a general substitute for written solicitations. FAR 15.203(f) authorizes them only in specified circumstances, including when using written procedures would delay the acquisition to the government’s detriment and notice is not required. FAR 15.203

What should you check when responding to an RFP?

Start by extracting the obligations and decision rules from the solicitation. A practical reading sequence is:

  1. Identify the requirement and deliverables. Find the scope, specifications, statement of work, and any required products or services.
  2. Record exactly what the proposal must contain. Note required forms, certifications, evidence, technical responses, and pricing information.
  3. Check the deadline and submission method. Follow the stated format, delivery channel, and timing; do not assume an email or portal is acceptable unless the solicitation says so.
  4. Read the evaluation factors and their relative importance. Use the solicitation’s criteria to decide what to address and how to organize the response.
  5. Review the anticipated contract terms. Identify obligations, risks, or terms that affect your proposed approach and price.
  6. Use the stated questions process. Submit clarification requests only through the channel and by the date the solicitation specifies.

These are practical reading steps based on the required contents and federal solicitation structure, not a separate universal FAR checklist. How should buyers make an RFP clearer?

Federal acquisition guidance encourages exchanges with interested parties from early requirement identification through receipt of proposals, subject to procurement-integrity requirements. Early communication can help identify concerns about requirements, contract type and terms, schedules, feasibility, proposal instructions, and evaluation criteria. FAR 15.201

For software and data procurements, clarify what deliverables are required and what data or software rights the buyer needs. For other procurements, focus the solicitation on the information suppliers need to prepare responsive proposals and the criteria the buyer will actually use.

Which rules apply to a particular RFP?

The federal citations above address U.S. federal acquisition. The FAR displayed on Acquisition.gov reflects FAC 2026-01, effective March 13, 2026; regulations and agency supplements can change. For a live federal procurement, check the currently applicable FAR, relevant agency supplement, and the solicitation itself. These federal sources do not establish private-sector norms or procurement rules in other jurisdictions.
