Hindustan Times reported that telecom providers were directed to suspend internet services from 9 a.m. to 9 p.m. on October 2, 2026, at Jantar Mantar and within a 1.5-kilometre radius. The outlet said it had not seen the order, so its reported timing, area and scope have not been independently confirmed here. The protest sought action against Chief Election Commissioner Gyanesh Kumar over allegations about electoral rolls and election conduct; those claims are allegations, not established findings.
What was reported about the shutdown
Hindustan Times reported that telecom companies, including Airtel, Reliance Jio and Vodafone Idea, were directed to suspend internet services between 9 a.m. and 9 p.m. on October 2 around Jantar Mantar and within a 1.5-kilometre radius. The report attributed the details to people aware of the matter and explicitly said the outlet had not seen the order. It also said there was no immediate comment from the Delhi government or the Centre at the time it was filed. Hindustan Times
That distinction matters: the reported 12-hour duration and radius are not verified terms of an order available for inspection. The order’s author, written reasons, exact services covered and precise boundaries therefore remain unconfirmed. A report that providers were directed to act is not equivalent to publication or independent verification of the direction.

The planned protest called for Gyanesh Kumar’s resignation or impeachment over protesters’ allegations concerning the Special Intensive Revision (SIR) of electoral rolls and election conduct. Hindustan Times described allegations including mass deletion of voters’ names; The New Indian Express also characterized the proposed action as seeking impeachment over electoral-roll and election-conduct concerns. Permission, expected turnout and police cases
The New Indian Express reported that Delhi Police denied permission for the proposed October 2 gathering. The outlet cited a police-source estimate of 3,000 to 4,000 people expected to attend; that was a forecast, not a confirmed attendance count.
On October 3, The Indian Express reported that police had registered three FIRs in connection with attempts to demonstrate: two at Parliament Street police station and one at Connaught Place police station. The reported provisions broadly concerned disobedience of a public servant’s order, obstruction, use of criminal force against a public servant and common intention. What is known about the written order
The available reporting does not identify who issued the specific suspension direction or provide its text. The Ministry of Home Affairs’ circular listing includes entries described as publications of orders under the Telecommunications (Temporary Suspension of Services) Rules, 2024, including entries dated in July and August 2026. The surfaced listing does not establish an October 2 order. Nor does the absence of a matching entry in that listing prove that no order existed or was published elsewhere. How the 2024 suspension rules fit—and what they cannot establish
India’s Telecommunications (Temporary Suspension of Services) Rules, 2024 provide the general framework for temporary service-suspension orders. The Department of Telecommunications lists the rules, and the IndiaCode text describes written orders with reasons recorded. Those general requirements do not determine whether the reported October 2 action complied with the rules. Assessing that would require the specific order and relevant review record, including its issuing authority, reasons, coverage and any emergency confirmation. The reporting and records described above are not enough to reach a legal conclusion.

Internet access and communication during the reported suspension
Hindustan Times mentioned Bitchat Mesh as an offline communication adaptation in its coverage. That mention does not verify what protesters used, how widely it was used or whether it worked throughout the reported area. It also does not establish the full scope of any suspension: the order was not available in the report for inspection, and the affected services cannot be confirmed from the reported details alone.
