Canadian evidence points to clear opportunities to keep electronics in use longer and dispose of them responsibly, but it does not show that sustainability-led electronics buying is increasing. When choosing a device, weigh repair access and cost, expected useful life, refurbishment quality, warranty, energy use where relevant, and end-of-life options—not just a green label.

What the Canadian evidence says—and does not say

A 2025 survey commissioned by Environment and Climate Change Canada (ECCC) found that 31% of respondents usually or always repair electronics when they break. The survey was conducted online with 2,000 Canadian adults from February 27 to March 12, 2025. Its report says online surveys cannot be assigned a margin of error; ±2.2 percentage points is given only as a probability-sample guideline for a sample of this size, 19 times out of 20. These findings describe reported behaviour, not every Canadian consumer.

The survey also suggests electronics are more readily replaced than some higher-cost household goods: 31% usually or always repaired electronics, compared with 45% for large appliances and 44% for furniture. It does not establish a trend in environmentally motivated purchasing over time. Statistics Canada’s 2025 Households and the Environment Survey questionnaire asks about repairable and longer-lived products and refurbished purchases, but the questions themselves are not published response results.

For context, Statistics Canada’s July 8, 2025 release reports household disposal behaviour in 2023. It found that 14% of households had unwanted computers, 14% unwanted televisions, and 14% unwanted cellular phones. Those figures are the share of households reporting unwanted items, not the share of devices discarded.

Repair or replace a broken device?

Repair can extend a device’s useful life, but a repair is only practical when the price, parts, service, and likely remaining lifespan make sense. In the ECCC survey, respondents who sometimes bought new electronics instead of repairing damaged or broken products could give multiple reasons: 54% said the product was not designed to be repaired, 49% said they were not handy or did not know how, 46% cited lack of skills or technology, 38% cited cost, and 30% cited lack of access to services.

Compare the real costs and constraints

  • Repair quote versus replacement: Compare the repair cost with the price of a suitable replacement, while accounting for how long the repaired device is likely to remain useful.
  • Parts and service: Check whether replacement parts, manuals, tools, and qualified repair services are available, and ask about turnaround time.
  • Design and durability: A device that can be disassembled and repaired at a reasonable cost is more useful to keep in service. The federal consultation document on right to repair also discusses durability and interoperability as relevant considerations.
  • Skills and safety: A repair toolkit cannot make every device repairable. If a repair requires skills, tools, or safety precautions you do not have, seek a qualified service or choose another option.

There is no single repair-versus-replace rule that fits every device. A repair may be a good choice when it is affordable, service is accessible, and the device has useful life left; replacement may be more practical when those conditions are not met.

When a refurbished device makes sense

A refurbished phone or laptop can be an alternative to buying new, as can a second-hand device, a trade-in, or a device received through donation. The federal Office of Consumer Affairs describes refurbished digital devices as refreshed by certified retailers to restore functionality to an almost-as-new state, and notes that many retailers provide a limited warranty. That general description does not establish the condition or protections for any particular item.

Check the seller and the terms before buying

  • Who refurbished the device, and what does the seller’s certification or process cover?
  • What condition grade is assigned, and what defects or wear does it allow?
  • How long is the warranty, what does it cover, and who handles repairs?
  • What is the return period and what conditions apply to a return?
  • Are software support, replacement parts, and service available for the expected period of use?

Compare the particular refurbished device with the new alternative you would otherwise buy. The evidence available here does not establish a universal lifecycle ranking or prove that every refurbished product has a lower environmental impact than every new one.

How to judge environmental claims about electronics

Be precise about the attribute a product claim describes. Recycled content, reduced packaging, repairability, energy efficiency, and refurbishment are different characteristics; none by itself proves that a device is environmentally preferable overall. The sources available here do not provide a universal Canadian ecolabel or a lifecycle comparison ranking consumer electronics.

For a practical decision, consider the device’s purchase and repair cost, parts and service access, expected useful life, refurbishment quality and warranty, energy efficiency where it materially affects use, and available take-back or recycling options. A longer-lasting device that can be repaired may be preferable for your needs, but no single ranking applies across device types.

What happens to unwanted electronics in Canadian households?

Statistics Canada’s 2023 household results show that disposal routes vary by device. Among households reporting unwanted computers, 64% took or sent them to a depot or drop-off centre and 16% donated or gave them away. For unwanted phones, 16% returned them to a supplier or retailer in 2023, up from 12% in 2021; 33% took them to a depot, down from 40% in 2021. The share of households with unwanted phones was 14% in both years.

These figures describe reported household actions, not the destination of every discarded device. The Office of Consumer Affairs advises consumers not to put electronics in household garbage and notes that most municipalities operate electronics recycling programs.

  • If it needs repair, compare repair cost and service access with its remaining useful life.
  • If it is no longer usable, check your municipality’s electronics recycling program or a supplier’s take-back option.

What federal right-to-repair work means for consumers

The federal Right to Repair Consultation Document defines repairability in practical terms: whether a product can be fixed or restored, including the ease of disassembly, the cost, and the time needed to obtain parts or independent repair service. It also addresses interoperability and durability. The online consultation period closed on September 26, 2024; it should not be mistaken for a currently open consultation or a comprehensive enacted federal right-to-repair regime.

In a June 28, 2024 announcement, Innovation, Science and Economic Development Canada (ISED) quoted the ministers responsible for innovation and environment: “Every generation should be able to repair their broken appliances or devices—and at a fair price—rather than being forced to purchase a new product when one component fails.” The consultation and announcement describe federal policy work, not a guarantee that every device can now be repaired affordably.

A quick decision checklist

  1. Identify the realistic alternatives: repair the device, buy refurbished, buy new, or use a second-hand, donated, or trade-in device.
  2. Compare upfront price and repair cost against expected useful life.
  3. Confirm access to parts, manuals, qualified service, and a reasonable repair turnaround.
  4. For refurbished products, verify the refurbisher, condition grade, warranty, return terms, and support.
  5. Check energy efficiency if it is material to the device’s use, and identify a local recycling or take-back route for end of life.
  6. Assess environmental claims by the specific attribute they substantiate rather than relying on vague “eco-friendly” language.
