Reliable connectivity infrastructure is the complete system that keeps a business’s essential applications and communications usable—not simply a fast internet plan or a provider’s uptime promise. It includes network links, equipment, service providers, power, security, cloud and application access, and the people and procedures that restore service when something fails.

To assess it, measure performance against the needs of your actual applications, read exactly what an SLA covers, and check whether backup routes avoid the same likely points of failure. Availability is one part of reliability; it does not, by itself, prove that a business can withstand and recover from a disruption.

What does reliable connectivity infrastructure mean for a modern business?

It means that the full path between a user and the service they need works well enough to support the business function—and that the function can continue, degrade safely, or recover if part of that path fails. NIST describes network resilience as continuous business operation, the ability to operate in a degraded mode if damaged, rapid recovery, and the ability to scale when demand changes. NIST’s network resilience glossary attributes its definition to CNSSI 4009-2022.

That path may run from a laptop or phone over a local Wi-Fi or wired network, through a router and internet connection, across provider infrastructure, and into a cloud platform or business application. Authentication, security controls, power, and operational support can all affect whether the user can complete the task. A link can be technically up while a critical application remains inaccessible.

The components that determine whether service is usable

  • Access links and providers: wireline, cable, wireless, satellite, or other communications services, plus the routes and provider systems that carry traffic.
  • On-site network: routers, switches, Wi-Fi access points, cabling, and the configuration that directs traffic.
  • Power and facilities: electricity for network equipment and the physical locations and infrastructure on which communications depend.
  • Security and identity: controls that protect devices, network access, and applications while allowing authorized staff to connect.
  • Applications and external dependencies: cloud services, business platforms, and other systems users need to reach.
  • Operations and recovery: monitoring, support, escalation, backup arrangements, and people who know how to restore service.

CISA describes communications infrastructure as systems and components that deliver voice, video, and data across broadcasting, cable, satellite, wireless, and wireline. It also notes dependencies on other sectors, including power, transportation, information technology, finance, and emergency services. CISA’s communications primer is a reminder that a connectivity failure may originate outside the internet provider’s network.

How are reliability, availability, and resilience different?

Availability describes whether a service is considered available over a defined measurement period. Reliability is the broader ability to provide the expected service consistently. Resilience asks what happens when conditions deteriorate: can the business keep essential work going in some form, and how quickly can it recover?

A high availability percentage can be useful, but it does not describe every failure mode, application dependency, or recovery procedure. A NIST-hosted 2015 draft framework gives 99.999 percent availability—approximately five minutes of unavailability per year—as an illustrative “five nines” telecommunications example. That dated draft figure is not a universal target, and it is not evidence that a service will withstand hazards or keep a particular business application usable. The NIST-hosted draft should be read as an example, not a design guarantee.

Likewise, ordinary network metrics do not establish disaster resilience. In a 2016 report, NIST authors said they knew of no studies establishing a clear correlation between general uptime percentages or packet loss and resilience to hazards. Redundancy and faster recovery may still help, but a familiar performance number is not a substitute for examining specific threats, dependencies, and recovery arrangements. NIST’s lifeline-system performance report explains this limitation.

Which network measures matter to business applications?

Measure what users and applications need rather than relying on “fast internet” as a single description. NIST’s quality-of-service glossary identifies throughput, latency, error rates, priority, security, packet loss, and jitter as possible measurable service properties. Which ones matter—and what level is acceptable—depends on the application and the task. NIST’s QoS glossary does not establish one target suitable for every business.

  • Throughput: the amount of data the connection can carry. Relevant when applications transfer large files or many users share the link.
  • Latency: the time traffic takes to travel between endpoints. Relevant to interactive applications and real-time communication.
  • Packet loss and errors: traffic that fails to arrive or arrives incorrectly, potentially disrupting calls, sessions, or transactions.
  • Jitter: variation in packet arrival timing, which can affect real-time voice or video.
  • Priority and security: whether traffic handling and protective controls meet the application’s operational requirements.

Map measures to real work: identify the applications staff depend on, the locations and users that need them, and the symptoms that would make each function unusable. A company’s file-transfer needs may differ from the requirements of voice calls or access to a hosted point-of-sale system. Avoid treating a provider’s speed figure as proof that all those experiences will be reliable.

What should a business internet SLA tell you?

An SLA is useful only when its commitments match the service and failures that matter to your business. NIST describes service-level agreements as commitments that can cover responsibilities, expected performance, reporting, resolution, and termination. NIST’s SLA glossary provides the general scope; its cloud roadmap cautions that providers may differ in definitions, covered resources, measurement periods, and guarantees. NIST’s Cloud Computing Technology Roadmap discusses those differences.

Before relying on a service commitment, check the contract and ask for the operational details behind it:

  • Scope: Which connection, locations, equipment, and service components are covered? Are cloud or application dependencies excluded?
  • Measurement: How is availability calculated, over what period, and from which measurement point? What counts as an outage, and what exclusions apply?
  • Performance: Are performance commitments included, and do they address the measures relevant to your applications?
  • Reporting: How can you review service performance and incidents, and how promptly is information available?
  • Restoration and support: What response, escalation, and resolution processes apply? A response time is not necessarily a restoration time.
  • Remedies and exit: What remedy applies if a commitment is missed, and what termination rights or other options are available?

Do not assume that an SLA’s percentage guarantees uninterrupted use of every application. The terms may cover only a defined provider service, with specific measurement rules and exclusions. Compare the written scope with the complete path your users depend on.

When does a backup connection provide real redundancy?

A second connection can help when the primary service fails, but it is not automatically an independent path. NIST contingency guidance describes independent internet connections and separated local networks as possible continuity measures. It also warns that additional connections can increase security exposure. NIST SP 800-34 Rev. 1 addresses contingency planning and network alternatives.

As a design inference, two subscriptions that share a vulnerable local route or other critical dependency may fail together. Assess the likely shared failure points rather than counting connections. Depending on the business, those may include the physical entry path, provider infrastructure, on-site router, power, or configuration. The backup must also be able to carry the traffic needed for critical work, and the failover method must be configured and understood.

Check both continuity and added risk

  • Ask whether the backup provider and physical route are meaningfully separate from the primary one.
  • Check whether routers, switches, and other required equipment have power during the disruption you are planning for.
  • Decide which applications should use the backup and whether its capacity is adequate for those functions.
  • Test that traffic actually moves to the backup and that staff can continue the intended work.
  • Protect the additional connection and devices; another path can create additional access points to manage.
  • Assign responsibility for monitoring, failover, provider escalation, and restoration to named roles or teams.

A dual-WAN router is one possible way to route traffic across more than one connection, but the device alone does not establish availability or path diversity. Provider routes, power, failover configuration, and security controls all matter.

How can you assess connectivity for your own business?

  1. List critical functions. Identify the work that must continue, such as taking payments, reaching customer records, communicating with staff, or accessing production systems. Connect each function to the applications and locations it depends on.
  2. Trace the dependencies. Map the user device, local network, internet links, providers, power, identity and security controls, and cloud or application services involved. Note which organization or team owns each part.
  3. Define acceptable interruption. For each critical function, decide how long it can be unavailable and what degraded operation is acceptable. This is a business decision, not a target supplied by a generic uptime figure.
  4. Choose application-relevant measures. Use throughput, latency, loss, jitter, security, or other relevant properties to describe what usable service means for those functions.
  5. Review commitments and fallbacks. Compare SLA scope and remedies with the dependencies you mapped. Identify what happens if the primary link, local equipment, power, or an external service is unavailable.
  6. Exercise recovery. Test the fallback under controlled conditions, verify the applications and work processes staff need, and confirm support and escalation steps. Record what failed and who will address it.

Modern enterprise environments can involve geographically distributed IT resources, multiple cloud services, and security approaches such as zero-trust network access and secure access service edge. NIST SP 800-215 describes this complexity; it does not mean every business needs every named architecture. NIST SP 800-215 is a reference for understanding the range of enterprise networking considerations.

There is no universal provider, uptime target, or network design established for an unspecified business. The right investment depends on the location, applications, dependencies, acceptable interruption, support arrangements, and the cost and consequences of downtime for the functions that matter.
