If you encounter a suspected chemical munition, do not touch, move, open, or attempt to clean it. Get people away, keep clear, and contact the appropriate emergency or maritime authority. A corroded item may still contain toxic chemicals, explosives, or both; recovery and disposal belong to trained specialists.

What does “recovering chemical weapons” mean?

The term can describe several different events: accidentally bringing a munition up in fishing gear, deliberately retrieving one as part of a specialist operation, assessing and containing it, and ultimately treating or destroying it. These are separate phases with different risks. This article is about public safety after a suspected discovery—not instructions for recovering a munition.

CDC’s sea-disposal guidance, dated July 13, 2026, warns that munitions may be encountered outside charted hazard areas. Its practical instructions are for vessel crews in the United States; they should not be treated as a universal procedure for land sites or other countries.

Why can an old or corroded munition still be dangerous?

It may leak toxic material

Age and visible corrosion do not establish that an item is safe. CDC warns that leaking vapors can be toxic and liquid contents can cause burns. Its guidance says longer exposure to ambient temperatures may make a munition more likely to leak.

Andes Chemical Protection Coverall with Boots, Hazmat Suit (1, XL)
  • Complete Full-Body Protection: Andes Safety Chemical Protection Coveralls feature sealed seams, an attached hood, and integrated boot covers for full-body protection. Constructed from reinforced polyethylene-coated fabric for enhanced durability
  • Chemical and Particle Resistance: Engineered to provide reliable coverage against light chemicals and particles, it helps protect against many acids, alkalis, and petroleum-based substances
  • Anti-Static Fabric: Anti-static treated to reduce the risk of ignition in flammable environments and suitable for cleanroom, pharmaceutical, and controlled contamination settings
  • Multi-Purpose Industrial Use: Suitable for chemical handling, industrial cleaning, oil and gas operations, food processing, and laboratory work applications
  • Enhanced Worker Visibility: Bright yellow coverall improves worker visibility in low-light or high-risk environments

It may also contain an explosive hazard

A suspected item may present chemical, explosive, or combined hazards. The 2009 European Parliament workshop report War Remnants and the Pollution of the Sea discusses the uncertain condition of sea-dumped munitions, accidental explosion risk, acute toxicity from direct contact, possible chronic toxicity, and progressive corrosion. Appearance alone cannot reliably identify contents or condition.

What should you do after finding a suspected munition at sea?

For a U.S. commercial vessel, CDC’s sequence is to reduce exposure, avoid untrained handling, and call for assistance. This is public safety guidance, not a recovery procedure.

Andes Safety Hazmat Suit, Disposable Paint Suit, Lab Coverall Size X-Large
  • The Microporous PE Film Coverall, designed to provide unparalleled protection, comfort, and durability.
  • The 4-thread overlock stitch can result in stronger seam, reducing the risk of tears or breakages.
  • Fabric with anti-static feature helps to prevent the buildup of static electricity during use.
  • Andes disposable protective coverall provides protection from dry particulates such as dirt, dust, and paint.
  • Heavy-duty disposable coverall features an integrated hood with elastic wrists and ankles for a secure fit and full-body coverage during painting and other demanding work applications.
  1. Keep people away. Move people who do not need to respond as far away as possible and upwind. CDC advises the captain to steer into the wind to reduce vapor exposure.
  2. Do not approach or handle it without the required training and equipment. If the crew is not properly trained and equipped, stop and request assistance rather than attempting recovery.
  3. Contact the U.S. Coast Guard. CDC directs U.S. vessel crews to call on VHF channel 16 (156.800 MHz) or at 800-424-8802. These contacts are U.S.-specific; use the relevant competent authority elsewhere.
  4. Keep potentially contaminated catch out of circulation. CDC advises U.S. fishing vessels not to bring potentially contaminated catch ashore until the appropriate state environmental health department has checked and released it.

For a suspected item found on land, do not touch or disturb it. Move away and contact local emergency services or the authority responsible for hazardous ordnance. The appropriate contact and reporting process depend on the location.

What if someone may have been exposed?

Suspected exposure needs prompt medical attention, even if symptoms are not immediate. CDC says symptoms can appear at once or up to 48 hours later. It lists sudden weakness, burning eyes, skin blisters, difficulty breathing, redness, and burning skin, and advises going to an emergency room when exposure is suspected.

CDC’s vessel guidance says to remove contaminated clothing, wash affected skin with soap and water, and seek immediate medical care. It also says wash water used to decontaminate people or equipment should be contained as hazardous waste. Follow emergency responders’ directions; do not improvise cleanup or dispose of potentially contaminated materials as ordinary waste.

Who should plan or carry out a deliberate recovery?

Qualified authorities and specialists should assess the site and decide what to do. In the 2009 European Parliament workshop report, Jeffrey Osborne of the Organisation for the Prohibition of Chemical Weapons’ Verification Division described sea recovery as “a difficult and dangerous process.” The report emphasizes careful preparation and site-specific evaluation. It also discusses safe handling and destruction under the Chemical Weapons Convention framework; that historical discussion is not a complete account of current legal obligations in every country.

An offshore project review offers one example of practical planning controls: define who reports a suspected unexploded item, secures and marks the area, protects staff, and informs a UXO specialist. It also describes staff briefings, encounter protocols, and access to an on-call specialist. Those are project-specific examples, not universal legal requirements.

A 2017 U.S. Army public-affairs release described the Chemical, Biological, Radiological, Nuclear, and Explosives Analytical and Remediation Activity (CARA) as carrying out work that included chemical weapons recovery and remediation, technical escort, unexploded-ordnance clearance, and laboratory operations. This illustrates the specialized capabilities involved; the release is not a current contact directory or confirmation of the organization’s present remit.

Should a legacy munition be left in place, recovered, or treated there?

There is no universally correct choice established for every site. The 2009 workshop report describes uncertainty about munition condition and the need to assess whether inaction or intervention is preferable in the particular case. That decision is for specialist assessment, not nearby workers or members of the public.

  • Risk at the site: the suspected munition’s condition and the possibility of exposure or accidental explosion.
  • Quality of information: how reliably the location and item have been identified.
  • Worker and environmental exposure: what each option could mean for people and the surrounding environment.
  • Feasibility and onward safety: whether an intervention can be carried out safely, including subsequent transport, treatment, or destruction.

What should a vessel’s response kit contain?

CDC lists supplies for trained vessel crews preparing for a response, including nitrile rubber inner gloves, chemical-agent-resistant outer gloves, suitable protective clothing, a face shield, bags, soap, a brush, and waterproof kit storage. Its examples also include specialist chemical protective suits and chemical-resistant aprons. Use official specifications and training to determine appropriate equipment.

A kit is not a substitute for training, authority guidance, or specialist response. Nitrile inner gloves alone do not establish protection from chemical warfare agents and do not make it safe to approach or recover a munition.

What do historical estimates tell us—and what do they not?

The 2009 European Parliament workshop report records a presentation by Dr. John Hart of the Stockholm International Peace Research Institute estimating that 30,000–40,000 tonnes of chemical weapons had been dumped in the Baltic Sea, possibly as much as five times that amount. This is a historical regional estimate reported at that workshop, not a current inventory or a global total.

The same report recorded an OPCW expert presentation citing 186 member states and work at 75 sites in 17 States Parties at the time. These are figures from 2009, not current organizational statistics. The cited materials do not establish a current authoritative worldwide inventory of recoverable legacy chemical weapons.
