A sufficiently capable quantum computer could undermine some of the public-key cryptography that protects today’s networks, software, and stored data. No authoritative source establishes when such a machine will exist, so the case for acting now rests on two facts that are already true: replacing cryptography takes years, and encrypted data captured today can be stored and decrypted later. For U.S. federal agencies and the organizations they regulate or depend on, that makes preparation a present-day task. The U.S. standards for quantum-resistant replacements are already final, and the work that remains is largely inventory, planning, and testing.

What the threat is, and what it is not

The risk is conditional. A cryptographically relevant quantum computer, meaning one powerful enough to break widely used public-key algorithms, does not yet exist in any publicly demonstrated form. NIST, the U.S. National Institute of Standards and Technology, says predictions about its arrival vary widely and that nobody knows how long it will take. Planning therefore has to be built around a date that is unknown, not a date someone has announced.

Public-key cryptography is the part most at risk. It is used to agree on session keys for secure web connections, to verify software and identity through digital signatures, and to exchange keys inside many enterprise and government systems. Symmetric encryption, which uses a shared secret key for bulk data, is a different case and is not the main subject of the federal warnings. The practical concern is the public-key layer that sits in front of it.

Why preparation cannot wait for the machine

Two problems make the timing matter. The first is migration speed. NIST’s explainer on post-quantum cryptography says that integrating a new algorithm into information systems can take 10 to 20 years, based on historical experience (NIST explainer, accessed 2026). That is a general statement about how long standards take to reach real systems, not a guaranteed schedule for any particular network, and an agency with simple, well-documented systems may finish sooner. Still, a system that is only inventoried after a threat is announced will have little time left.

The second problem is “harvest now, decrypt later.” An adversary who cannot break a key today can still record the encrypted traffic or files, store them, and wait. NIST puts it this way: “Some secrets remain valuable for many years. Even if an adversary can’t crack the encryption that protects our secrets at the moment, it could still be beneficial to capture encrypted data and hold onto it, in the hopes that a quantum computer will break the encryption down the road.”

The exposure is therefore not uniform. Data with a short confidentiality lifetime, such as a one-time login session, poses little risk from later decryption. Data that must stay secret for a decade or longer, such as health records, personnel files, long-lived intellectual property, critical-infrastructure design documents, and government intelligence, is the category where waiting costs the most.

The three finalized NIST standards

NIST has finalized three post-quantum standards, all in the Federal Information Processing Standards (FIPS) series. NIST says they are ready to implement now. They are intended to resist attacks from future quantum computers, and they are the replacement candidates that agencies and vendors should be planning around.

The split matters for planning. Key establishment, which FIPS 203 covers, protects data in transit and is usually the first target for encrypted connections. Signatures, covered by FIPS 204 and FIPS 205, protect software updates, certificates, and identity. Migrating one does not automatically migrate the other, so an inventory has to track each use separately.

What migration actually involves

Replacing an algorithm in a specification is the smallest part of the job. The joint factsheet from CISA, the NSA, and NIST on quantum readiness, published before the standards were finalized, urges organizations to build a readiness roadmap, inventory their cryptography, assess risk, and engage vendors early. NIST’s National Cybersecurity Center of Excellence (NCCoE) migration work treats the same tasks as the core workstreams: cryptographic visibility and risk management, including comprehensive inventories, alongside interoperability and benchmarking.

A workable sequence for an agency, company, or critical-infrastructure operator looks like this:

  1. Find every use of public-key cryptography. Include products, appliances, cloud services, embedded devices, and third-party software, not only systems the IT team built. Discovery usually turns up cryptography that no one has documented.
  2. Record each instance in an inventory. For each one, capture the algorithm, what it protects, the system owner, its dependencies, and the data it carries.
  3. Prioritize by risk. Weigh the sensitivity and required confidentiality lifetime of the data, the operational importance of the system, and how hard it is to change. These axes are an editorial synthesis of the inventory and risk tasks named in the federal guidance, not a government scoring formula.
  4. Engage vendors and service providers. Ask what post-quantum support they offer, which of the FIPS 203, 204, and 205 algorithms they implement, how compatible those are with existing counterparties, what performance cost they carry, and what their migration timeline is.
  5. Test before replacing anything in production. Verify interoperability with each counterparty, benchmark performance, and only then swap cryptographic components. A change that breaks a partner’s connection can be as damaging as the threat it was meant to address.

Organizations should expect that the inventory step will take the longest, because it depends on visibility into systems that are often poorly documented.

The FAQ also describes migration efforts and cryptographic inventory work for federal civilian executive branch high-value assets and high-impact systems. The sources reviewed here do not establish how far each agency has progressed, and they do not establish a final completion date for federal migration.

The distinction in the table is the one readers most often blur. The three FIPS standards are final and available to implement. NIST IR 8547 is an initial draft describing an expected transition path, and no final version was confirmed in the sources reviewed here. Any date for retiring current algorithms should be read against that status, not against the existence of the standards.

Where the advice comes from, in NIST’s words

NIST mathematician Dustin Moody, who heads NIST’s post-quantum cryptography standardization project, said: “We encourage organizations to begin their transition to these standards immediately to ensure their data remains secure in the quantum era.”

How to judge a migration option

The reviewed federal sources do not compare competing products, and no consumer product is central to this topic. Organizations choosing among migration approaches, tools, or service providers can compare them on five axes:

  • Coverage: which vulnerable cryptographic use cases the option addresses, including key establishment and signatures.
  • Interoperability: whether it works with the systems and counterparties you depend on.
  • Standards readiness: whether it supports the finalized FIPS 203, FIPS 204, and FIPS 205 algorithms.
  • Performance and operational impact: the measured effect on latency, throughput, and key and signature sizes in your own environment.
  • Ongoing management: whether it can keep the inventory current and update cryptography over time, since the work does not end at a single cutover.

The verdict

Preparation is justified now because the standards exist, migration is slow, and some data must stay confidential for years. The threat’s timing is unknown, and it is not established that any current system is broken today. The sensible response is to start the inventory, rank systems by how long their data must remain secret, and require vendors to show their post-quantum plans. Waiting for a final timeline before starting the inventory would leave the slowest part of the work until last.
