Qai is Qatar’s national AI company and a subsidiary of the Qatar Investment Authority (QIA), announced on 8 December 2025. It is intended to develop and invest in AI infrastructure, platforms and systems—not to serve as a consumer chatbot or app. Its most prominent announced project is a USD 20 billion AI-infrastructure joint venture with Brookfield.

What Qai is and who owns it

Qai is a Doha-headquartered national AI company and a subsidiary of QIA, Qatar’s sovereign investment authority. Qatar’s Government Communications Office and Qatar News Agency describe its remit as developing, operating or managing, and investing in AI infrastructure, platforms and systems in Qatar and internationally.

That remit includes access to high-performance computing and tools for training and deploying AI at scale. Qai’s intended users and beneficiaries include governments, companies, researchers, startups and innovators. The company is therefore best understood as an institutional capability and investment platform, rather than a retail AI product.

Qai chairman Abdullah bin Hamad Al Misnad described the company’s role as building “the infrastructure, platforms, and systems necessary to accelerate the adoption of artificial intelligence technologies inside and outside the country.” He also said its mission is to ensure AI’s transformation “is guided by trust and remains centered on people.”

Why Qatar created Qai

The Government Communications Office presents Qai as part of Qatar’s effort to build resilient digital ecosystems, support a knowledge-based economy and advance economic diversification under Qatar National Vision 2030. The company is expected to work with research institutions, policymakers and innovation stakeholders.

In practical terms, Qai gives Qatar a dedicated vehicle for building or investing in the underlying capabilities that AI systems need: computing infrastructure, platforms and deployment tools. Its stated ambition reaches beyond Qatar, while its national purpose is tied to developing the country’s technology ecosystem and supporting adoption across sectors.

What the Qai–Brookfield partnership involves

In December 2025, Qai and Brookfield announced a strategic joint venture focused on AI infrastructure, valued at USD 20 billion. Qatar News Agency reported that the venture plans an integrated compute center in Qatar to expand regional access to high-performance computing and support trusted AI deployment. The partners also identified possible projects in selected international markets.

The announcement describes a planned infrastructure program, not proof that the full amount has already been spent or that the compute center is operational. The announcement did not specify a deployment schedule, Qai’s share of the funding, or the center’s eventual computing capacity.

How Qai fits with Qatar’s other AI initiatives

Qai is one part of a wider national AI effort. The initiatives below have different roles: Qai is the infrastructure and investment platform; the other examples focus on government planning, cloud-based AI services or Arabic-language research and technology.

Initiative Role described by official sources Users or focus Geography and status
Qai Develops, operates and invests in AI infrastructure, platforms and systems, including high-performance computing and tools for training and deployment. Government, enterprise, research, startups and innovation stakeholders. Qatar and international markets. Announced in December 2025; QIA described it in September 2026 as a national AI platform to enable and scale trusted AI across enterprises and society.
Qai–Brookfield joint venture AI-infrastructure investment and planned integrated compute center. Regional access to high-performance computing and trusted AI deployment. Qatar, with possible projects in selected international markets. The USD 20 billion strategic joint venture was announced in December 2025; the announcement describes plans, not completed capacity.
Scale AI Qatar initiative AI-powered planning and decision-support ecosystem intended to analyze development trends and economic and social indicators, and build predictive models. Government planning and decision-making. Qatar. Partnership announced by the National Planning Council on 10 December 2025.
Azure OpenAI in Qatar Microsoft Azure OpenAI deployment across government entities. Government entities. Qatar. The Qatar International Media Office’s AI overview records the Ministry of Communications and Information Technology partnership in 2025.
Fanar 2.0 Arabic generative-AI model developed by the Qatar Computing Research Institute. Arabic-language AI research and innovation. Qatar. Qatar News Agency reported on 30 December 2025 that its database contained more than 300 billion words and over one trillion Arabic phonetic units, and that the model had a seven-billion-parameter architecture.

These initiatives are related, but they are not interchangeable. The published descriptions position Fanar as an Arabic AI capability, Scale AI’s partnership as a government decision-support effort, and Azure OpenAI as a cloud AI deployment across government. None of those descriptions establishes that Qai itself is a consumer-facing AI service.

What is known—and what has not been disclosed

Qatar’s announcements establish Qai’s ownership, broad mandate, intended stakeholders and major infrastructure partnership. QIA’s September 2026 description of Qai as a platform for scaling trusted AI across enterprises and society shows that the national-platform framing continued after the launch.

As of that public information, Qai has not disclosed revenue, valuation, customer numbers, pricing, audited financial results, deployed compute capacity or a product catalog. No confirmed consumer offering is identified in the cited official descriptions. Those details should not be inferred from the company’s strategic mandate or the value announced for its joint venture.
