Persistent organic pollutants (POPs) are toxic chemicals that remain in the environment, can build up in living organisms, and may travel far from where they were released. The Stockholm Convention is a global treaty created to control chemicals on its list. When it entered into force on 17 May 2004, it marked an important step toward reducing the harm caused by these pollutants.
What are persistent organic pollutants?
POPs are chemicals that persist in the environment and can cause long-term harm to people and wildlife. They can accumulate in organisms over time; some also become more concentrated higher up the food chain. Air currents can carry certain POPs thousands of kilometres, so a chemical released in one place can contribute to pollution elsewhere. Environment and Climate Change Canada describes these persistence, bioaccumulation and long-distance transport concerns.
Examples include PCBs and the pesticide DDT. Dioxins and furans are also concerns; the Canadian government publication identifies them as byproducts. These chemicals differ in their uses and origins, but their persistence and potential to spread make them difficult to address through local action alone.

The Stockholm Convention is a global agreement for controlling persistent organic pollutants listed under the treaty. Its approach includes measures such as banning or restricting chemicals and working toward eliminating them. Because POPs can cross borders, international coordination can address production and use that individual countries cannot control by acting alone.

In its 1 April 2004 report, Chemistry World described the Convention as targeting bans on several pesticides and the eventual elimination of DDT, PCBs, dioxins and furans. That is a historical account of the agreement’s aims at the time, not a current inventory of treaty listings or a statement of each chemical’s present legal status.
What happened in 2004?
The Convention entered into force on 17 May 2004, after France provided the fiftieth ratification needed to reach the threshold reported at the time by Chemistry World. Entry into force made the agreement operative for its parties; it did not mean that every POP had been eliminated worldwide on that date.

Chemistry World reported that UNEP chief Klaus Töpfer welcomed efforts to end production and use of “highly toxic chemicals [which] have killed and injured people and wildlife by inducing cancer and damaging the nervous, reproductive, and immune systems”. The statement was attributed to Töpfer in the 2004 article.
How does the Convention fit with other POP controls?
International action on POPs also includes regional and other global measures. A Government of Canada publication describes North American action plans and the 1998 POPs Protocol under the Convention on Long-Range Transboundary Air Pollution. That protocol was intended to control, reduce or eliminate emissions of 16 POP substances. The figure refers to that protocol’s account; it is not the Stockholm Convention’s current listed-substance total. The Canadian publication discusses these regional and international efforts.

What the historical account can—and cannot—tell you
The 2004 report explains why the Stockholm Convention was an important policy response: persistent pollutants can harm health and ecosystems, and their movement across borders calls for coordinated controls. It does not establish the Convention’s current list of chemicals, later amendments, or the present legal obligations that apply to a particular country. Those questions require current official treaty material and, for a specific compliance decision, applicable national rules.
