Punjab’s chief minister and Huawei discussed making Lahore a smart city during a December 2024 visit to the company in Shenzhen. The announcement described an intended collaboration, not a completed transformation: public reports do not establish a signed project contract, budget, technical plan, delivery schedule or current implementation status.
What was announced in December 2024?
On 13 December 2024, Punjab Chief Minister Maryam Nawaz Sharif visited Huawei’s facility in Shenzhen. Radio Pakistan reported that it was decided to transform Lahore into Pakistan’s first state-of-the-art smart city in collaboration with Huawei. Radio Pakistan’s announcement did not set out a project design or delivery timetable.
The Associated Press of Pakistan (APP) reported that the meeting discussed e-commerce, ecosystem and ICT infrastructure development, digitization of health and education, and Punjab’s Safe City projects. APP said its account was based on a Huawei news release. These are reported discussion areas, not a published list of funded Lahore deployments. APP’s account of the visit also quotes Maryam Nawaz as saying, “Lahore’s first Safe City project was established in collaboration with Huawei.” That is her reported statement, not independent verification of the project’s history or specifications.
What might a smart-city effort cover?
The December reports point to digital infrastructure and public-service areas—including health, education, e-commerce and Safe City projects—but do not explain what Huawei would build, supply or operate in Lahore. They do not identify specific systems, responsible agencies, procurement arrangements, service targets or technical architecture. It would therefore be premature to describe particular sensors, cameras, platforms or city services as confirmed parts of the plan.
#1 Best Overall
- WiFi Connected, No Hub Required: The mmWave presence sensor operates seamlessly without a gateway, relying solely on a 2.4GHz Wi-Fi connection. Compatible with Alexa and Google Assistant, but doesn't support SmartThings and IFTTT. With a wired design ensuring stable power, it operates on 5V 1A USB power, eliminating the hassle of frequent battery changes. The communication range reaches about 263ft without obstacles
- Ultra-High Precision Detection with More Privacy: Utilizing millimeter-wave radar technology, our human presence sensor accurately detects various movements, micro-movements, and stationary states. This ensures that lights won't unexpectedly go out during stationary activities like reading or toileting, without the need for a camera monitoring system, preserving user privacy
- Advanced Sensing and Instant Alert: The 24GHz mmWave Radar smart sensor excels at detecting subtle movements, offering higher accuracy than PIR (not a presence sensor). It promptly sends alerts to your smartphone upon detecting unusual motion, enabling you to conveniently review 30-day activity logs through the app, regardless of your location
- Customized Whole Home Automation: Utilize this motion sensor indoor as a motion-activated wall switch to automate various routine tasks by configuring "IF" conditions and corresponding "THEN" actions. For example, Reading Mode adjusts brightness, Child Monitoring Mode activates surveillance for safety, Energy Saving Mode minimizes consumption during the day. The seamless collaboration of these modes delivers users a precise and personalized smart home experience
- Flexible Installation and Extensive Detection Range: The wifi presence sensor features a magnetic base that allows for 45° folding and 360° rotating, allowing you to mount it on the wall or ceiling with a maximum detection range of 20ft. Avoid installing it near swinging plants, moving metals, or fluttering curtains to prevent false detections. Note that the human sensor is not waterproof or moisture-proof, so ensure it’s installed in a dry area for long-term durability
Did Punjab sign a deal, and has Lahore become a smart city?
The announcement establishes that a collaboration was discussed and reported as a decision to pursue transformation. The available accounts do not establish the terms of a formal agreement, financing, procurement, milestones or completion criteria. They also provide no evidence that Lahore has already become a smart city or that any defined citywide project has been delivered.
To assess progress, readers would need concrete evidence such as a published agreement and funding, a defined scope with responsible agencies, dated delivery milestones, services operating in the city, and independently reported results. The reports cited here do not provide enough detail to assess Lahore against those measures.
How does the August 2026 Huawei discussion relate?
A separate meeting reported in August 2026 concerned broader cooperation between Punjab and Huawei, not a confirmed update to the specific 2024 Lahore plan. APP said the discussions covered artificial intelligence, digital infrastructure, cloud technologies, smart public services, and cooperation in smart cities, command centres, healthcare, education, agriculture and manufacturing. APP’s August 2026 report also described a proposal for an AI Delivery Unit.

That report said 1,000 young people were to be trained as Huawei master trainers and 300 women trainers were to receive AI training. It also said six data centres, including a sovereign data centre, were discussed. Dawn independently reported the training commitments and data-centre discussion in its 29 August 2026 coverage. These are reported commitments and proposals, not evidence that the training has been completed or the centres are operational. Neither account states that these items are deliverables under the 2024 Lahore smart-city initiative.

- Formal scope: A published agreement identifying which Lahore services or infrastructure are included and which public agencies are responsible.
- Funding and procurement: Disclosed financing and procurement details that clarify what is being acquired and on what terms.
- Schedule and milestones: Dated, measurable stages against which delivery can be checked.
- Operational results: Evidence that services are live, who can use them, and independently reported outcomes.
Until those details are public, the most accurate description is that Punjab announced a smart-city collaboration with Huawei in 2024 and later held wider digital-cooperation discussions in 2026; the public reports do not verify a completed Lahore transformation.
