Punjab, Pakistan, announced two separate legal amendments in February 2026 aimed at modernizing land administration and addressing illegal occupation. The land-revenue amendment covers digital records, electronic notices, e-registration, partition and possession proceedings, demarcation, and revenue-court powers. A separate property-protection amendment was reported to change the dispute committee and introduce severe penalties, but its final enacted status should be checked against an official Punjab Gazette before treating those provisions as current law.
What changed in Punjab land registration?
On February 18, 2026, Governor Sardar Saleem Haider Khan promulgated amendments to two provincial laws: the Punjab Land Revenue law and the Protection of Ownership of Immovable Property law. They are related in subject but are not the same amendment and do not have the same verified legal status.

Can land transfers now be registered digitally in Punjab?
The land-revenue amendment provides for digital transfers through e-registration and for computerized systems for record management and revenue processes. That establishes a legal direction toward electronic processing; it does not, by itself, prove that every transaction can already be completed online or that mandatory e-registration has begun everywhere.

How will notices and revenue cases change?
Electronic notices and summons
The reported land-revenue changes allow notices and summons to be delivered through electronic or other digital means. The practical effect depends on the rules, addresses and systems adopted by the relevant revenue authority. Keep contact details current and retain delivery records when participating in a case.
Appeals, review and remand
The amendment revises appeal and review arrangements. The February report also said only the Board of Revenue could remand cases to lower courts, rather than allowing unrestricted remand by other authorities. The exact forum, limitation period and filing method must be taken from the enacted Act and applicable rules.

What happens to land partition and possession cases?
Partition with possession
Partition proceedings can include transfer of possession, according to the ordinance reporting. This links the division of jointly held land with the practical handover of each resulting share, rather than treating partition as a purely paper exercise.
Demarcation and illegal occupation
The reported changes establish procedures for land demarcation and eviction of illegal occupants. A boundary or occupation dispute should therefore be supported by the relevant record, a formal demarcation request and the notices issued by the competent revenue authority. The amendment does not justify self-help eviction; parties should use the prescribed process.

What will patwaris and the Board of Revenue do?
The February account said patwaris would handle hereditary transfers only. It also described the Board of Revenue as the sole authority able to remand cases to lower courts. These role descriptions concern the reported amendment and should be read with the enacted Act, rules and any subsequent administrative notifications.
What penalties were reported for illegal possession?
Dawn reported that the separate property-protection amendment provided five to ten years’ imprisonment and a fine of up to Rs 10 million, or both, for illegal possession, with penalties also contemplated for false complaints. Business Recorder independently reported the replacement scrutiny committee and the addition of district revenue and police officials.

Those figures are reported statutory penalties, not evidence of how common land disputes are or how many cases have been resolved. Because the final Gazette text and implementation status of this separate amendment were not established here, verify the current law before relying on a penalty, committee power or filing route.

- It does not establish: a province-wide rollout date, universal online registration, shorter processing times, lower dispute rates or the elimination of fraud.
- It also does not establish: that the separate property-protection amendment has the same enacted status as Punjab Act XLII of 2026.
How to check a Punjab property registration or dispute
- Start with the current PLRA registry guidance for the type of transaction involved.
- Confirm the latest instructions from the relevant land-records service centre or Board of Revenue office, including whether e-registration is available for that transaction and district.
- Collect the ownership record, identity documents, mutation or inheritance papers, sale documents and any prior court or revenue orders relevant to the case.
- For a boundary or occupation issue, request formal demarcation and follow the notice, hearing and eviction procedure rather than attempting physical removal.
- Verify appeal, review and remand rights against the enacted Punjab Land Revenue amendment and current rules, especially where a case has been sent back to a lower forum.
- For penalties or committee proceedings under the property-protection law, obtain the latest official Gazette instrument and notification before filing or responding.
What remains uncertain
The available reporting does not show whether every February ordinance provision survived unchanged, when mandatory e-registration will operate across Punjab, or whether digitization has measurably changed dispute volumes or processing times. The land-revenue amendment’s later publication as Act XLII of 2026 is supported by an indexed Gazette text, but the corresponding final status of the property-protection amendment requires a current official source.

The Bottom Line
Punjab’s verified 2026 land-revenue Act moves records and revenue procedures toward computerized management, electronic notices and e-registration while addressing partition, possession and demarcation. Keep that enacted change separate from the still-unverified final status of the property-protection amendment, and use current PLRA and Board of Revenue instructions for any live transaction or dispute.
