Punjab’s 2026 Pak Identity app route adds remote biometric verification to a vehicle-transfer process that already used biometrics. NADRA says both the seller and buyer can verify remotely through the app, but they must still visit the relevant office to finalize the transfer. The app is therefore a new access channel—not a replacement for every transfer step.
What changed—and what did not
Punjab’s biometric vehicle process did not begin in 2026. On January 12, 2022, the Punjab Information Technology Board (PITB) announced that the Excise Department, PITB and NADRA had launched biometric-based vehicle registration and transfer across Punjab, with web-based ownership transfer through e-Pay Punjab. PITB described the aim this way: “This system allows web-based transfer of ownership of motor vehicles through e-pay Punjab in a bid to move towards paperless environment.” PITB’s January 2022 announcement
The newer development is a Pak Identity app option for remote biometrics. In an announcement dated February 15, 2026, NADRA Official said both the seller and buyer can complete biometric verification remotely through the app, then visit the relevant office to finalize the transfer. How do I verify biometrics for a Punjab vehicle transfer?
The confirmed app route covers biometric verification for both parties, not the entire legal or administrative transfer. NADRA’s announcement does not provide a complete step-by-step guide, specify which transfer types are enabled, or list required documents. Use official Punjab Excise or e-Pay Punjab channels to confirm the process for your transaction before relying on the app.

- Check with Punjab Excise or e-Pay Punjab that your particular vehicle transaction is eligible for the Pak Identity route and confirm the current fee and required documents.
- The seller and buyer complete biometric verification remotely through the Pak Identity app, as described by NADRA.
- Visit the relevant office to finalize the transfer. Confirm with the department which office and what paperwork apply to your case.
Punjab Excise’s notice said app-based verification was “going to start” in the last week of January 2026. That prospective wording does not establish the exact date the service went live; NADRA’s later February announcement confirms the app route was being described by then. Punjab Excise notice
Can the seller and buyer do vehicle biometrics through Pak Identity?
Yes. NADRA’s February 15, 2026 announcement describes remote biometric verification through Pak Identity for both seller and buyer. It does not say that every Punjab vehicle transaction is supported or that the app completes all transfer formalities. Confirm eligibility for the specific transaction directly with Punjab Excise or NADRA.

Do I still need to visit the Excise office after app verification?
NADRA says the parties visit the relevant office after completing app-based biometrics to finalize the transfer. Its announcement does not identify the office or detail the remaining steps, so confirm those requirements with Punjab Excise before making the trip.
Where can I get help if I cannot use the app?
Punjab Excise’s biometric resources page links process information, FAQs and a NADRA e-Sahulat franchise locator, pointing users toward an assisted option. The page does not establish that every transaction can be completed at an e-Sahulat location or show current availability for every center. Check fees, documents and special ownership cases
Punjab Excise has an Urdu FAQ with fee information, but its publication date is unclear, so its figures may not reflect current charges. Verify the fee through official Excise or e-Pay Punjab channels rather than relying on an undated amount. Punjab Excise FAQ
The Punjab Motor Vehicle Rules search result indicates that, where a vehicle has multiple owners, biometric impressions for all owners are verified. It also says that after an owner’s death, a legal heir applies on the basis of a succession certificate. Mandatory e-tagging is a separate security initiative approved in March 2026. It is not the biometric identity-verification system for vehicle transfers discussed above. Punjab government e-tagging announcement
