Pakistan’s telecom operators only partially met licensed mobile service-quality standards in the Pakistan Telecommunication Authority’s fourth-quarter 2025 survey. The regulator assessed voice calls, SMS and mobile broadband; the reported results point to some voice shortfalls in certain areas, while data services largely remained compliant.
What did PTA assess in its Q4 2025 survey?
The survey covered cellular mobile operators during October–December 2025. PTA used automated quality-of-service monitoring tools to assess voice calls, SMS and mobile broadband against licensed key performance indicators (KPIs). The Associated Press of Pakistan (APP) reported that the survey covered 20 cities: APP’s account of the Q4 2025 survey.
TechJuice reported estimates of around 46,000 voice calls and SMS messages and 330,000 broadband samples. Those sample counts are reported by TechJuice and are not independently confirmed here: TechJuice’s report.
What were the main findings?
Voice calls and SMS
APP’s summary says certain voice KPIs fell below licensed thresholds in some areas. TechJuice described voice and SMS performance as partially compliant. The available summaries do not provide operator-by-operator results or the numeric thresholds, so they do not establish which company missed which KPI.

Mobile broadband
APP reported that data services largely remained compliant with standards, while TechJuice also noted broadband gaps. Neither summary supplies enough detail to compare operators or identify the specific broadband measures and results behind those gaps.
Did operators meet PTA’s standards?
Only partially, according to the Q4 2025 survey summaries: some service-quality measures met requirements, but the reported voice shortfalls show that compliance was not complete across all areas and categories. APP said PTA directed the concerned operators to take corrective measures. The summaries do not state the precise thresholds, name the affected operators, or describe the corrective actions.

Does this survey show which mobile network is best in Pakistan?
No. The high-level findings do not offer comparable operator-level results, so they cannot support a reliable “best network” ranking. A fair comparison would need results for the same locations and service categories, including coverage, voice, SMS and broadband; broadband comparisons should distinguish measures such as throughput, latency and web browsing where reported. The cited summaries do not provide those detailed tables.

These findings apply to Q4 2025, not to network quality at every later date. APP reported on 18 September 2026 that PTA had published Q2 2026 results, describing strong compliance in voice and SMS alongside disparities in mobile broadband: APP’s report on Q2 2026. That later quarter showed a different category-level pattern; it should not be treated as a correction to or a direct operator ranking from the Q4 2025 summary.
