PTA introduced an online VPN-registration portal in November 2024 for organizations and freelancers. Its published process description listed identity, business or tax information, supporting evidence for freelancers, and the IP address used for VPN connectivity. In November 2025, PTA was reported to have begun licensing VPN service providers; customers using those providers were described as not needing to separately register VPN IP addresses or mobile numbers. These are developments from different dates, so check PTA’s current instructions before applying.
What PTA’s VPN registration portal was for
Dawn reported on November 13, 2024, after a PTA consultation session, that the authority had launched a streamlined online process at ipregistration.pta.gov.pk. PTA described the initiative as supporting legitimate VPN use and uninterrupted access for IT companies, freelancers, and other stakeholders. The launch coverage appeared amid reports of VPN-access disruption; those reports and PTA’s characterization of the situation should be understood as attributed accounts, not as a settled explanation of every user’s connectivity problems.
PTA’s published description said the facility covered organizations and freelancers, with examples including software houses, call centers, banks, and embassies. It also said members of the Pakistan Software Export Board (PSEB) could use it. The announcement was specifically about a registration route for organizational and freelance use; it does not, by itself, establish that every VPN user in Pakistan had to use that portal.

PTA’s process description listed the following information. Treat these as the details PTA published about the process, not as confirmation of the live portal’s current form fields:

- CNIC: identity information for the applicant.
- Company-registration details: for an organization applying through the process.
- Taxpayer status: the applicant’s tax-related information.
- Freelancer evidence: a letter or email verifying a project or association with a company.
- VPN connectivity IP address: the IP address associated with the VPN connection being registered.
PTA said a fixed IP address could be obtained from an internet service provider if one was required. The description does not say that every applicant needed to purchase networking hardware; check with the ISP about whether a fixed IP is available and needed for the intended setup.
Was registration free, and how long did it take?
On September 10, 2024, Associated Press of Pakistan reported, quoting a PTA release, that the process was free, available through PTA and PSEB websites as a one-window operation, and took two to three days. That is a historical estimate attributed to PTA in 2024, not a current fee confirmation or guaranteed turnaround time. PTA’s current portal instructions are the appropriate place to verify the fee, if any, and processing time before submitting an application.

How the 2025 licensing development changed the picture
On November 13, 2025, Dawn reported that PTA had commenced licensing VPN service providers under the reinstated Class Value Added Services (CVAS-Data) regime. The report named these providers and services:

Dawn’s report said users could obtain service from licensed providers without separately approaching PTA to register VPN IP addresses or mobile numbers. That is a later, provider-based route as described in the 2025 report; it should not be read as proof that the 2024 portal remains available, that the routes are interchangeable in every situation, or that this list is still current.

The available reports do not establish that these paths cover every use case or that an applicant who does not fit the described provider route should automatically use the older portal. If you are registering a work or organizational connection, or are unsure whether your circumstances are covered, verify the current procedure directly with PTA.

- Review the live eligibility criteria, required fields, fee information, and stated processing time; do not rely on the historical 2024 estimate if the portal says something different.
