A focused RPG engine with broad creation tools and a separate commercial publishing license.

RPG Paper Maker is a desktop game engine focused on J-RPG creation, with support for action and tactical RPG projects. It is aimed at creators who want 3D-style maps while working with 2D sprites and 3D objects, including people who prefer event-driven tools over coding. Its toolkit covers map building, interactions, battles, interface design, game data, asset importing, and exports for desktop platforms and web browsers.
The free version supports personal, non-commercial use, while the Commercial edition costs $79.99 as a one-time payment. That paid license grants rights to publish commercial games and provides a license code after purchase. It does not create a higher feature tier: the published plan description states that there are no feature differences from the free version. This makes the pricing structure straightforward for hobby projects, while commercial creators need to budget for publishing rights rather than additional development tools.
Its strongest fit is a creator building an RPG around structured maps, NPCs, chests, doors, cutscenes, and database-driven content. The 3D map editor supports floors, walls, mountains, sprites, and 3D objects; custom assets and OBJ models can be imported, and collision uses 3D bounding boxes. A configurable 3D side-view battle system, customizable UI, camera controls, and JavaScript plugins extend the core workflow. Choose it for RPG-focused desktop or browser projects with a 2D/3D presentation. Look elsewhere if mobile export is central to the project or if you expect paid tiers to add features beyond commercial publishing rights.
