IBM Operational Decision Manager is a business rules and decision management platform for organizations that need to author, test, govern and execute repeatable business decisions. It supports business and technical users with rule-authoring interfaces, decision tables, scenario and KPI simulation, role-based permissions, and change-management workflows. Large enterprises can deploy decision services across application servers, OpenShift, Kubernetes, z/OS, Java applications and SaaS environments, while exposing decisions through APIs or web services.

Its strongest fit is governance combined with deployment breadth. Teams can represent conditions and actions in decision tables, test decisions against scenarios and KPIs, embed decisions in Java code, or expose them as web services. The available editions cover server deployments, server express, IBM z/OS, cloud and cloud express. z/OS offerings add transactional and batch decision automation with Java, COBOL, PL/I, CICS and IMS integration. This makes ODM suitable for organizations that need decision logic to operate across established enterprise systems as well as newer container and cloud environments.

Pricing is organized around perpetual and monthly rental options for ODM server, server express and z/OS, alongside hosted ODM on cloud and ODM on cloud express subscriptions. The published plans show IBM Support 24x7 for the server and z/OS offerings, while the cloud editions are hosted and fully managed. A 30-day trial is advertised. ODM is a strong choice for enterprises that value formal governance, testing and multiple execution paths; teams with less complex applications may find the full platform broader than necessary and should consider the express or cloud express editions instead.
