Bellwether is cloud procurement and purchasing software for organizations managing requisitions, purchase orders, receiving, invoice matching, inventory, and supplier purchasing. It is aimed at small and midsize businesses processing approximately 50–1,000 purchase orders monthly, with an enterprise option for organizations that need multi-entity management, contracts, inventory, asset management, and custom integrations. Its workflow coverage makes it a fit for established procurement processes rather than very simple purchasing needs.

The published plans separate core purchasing from broader enterprise requirements. Professional - BPM includes requisitions, purchase orders and receiving, approvals and automated workflows, three-way invoice matching, inventory management, and QuickBooks synchronization. Enterprise - ePMX includes those Professional features and adds multi-entity support, blanket purchase orders, RFQs and quotations, contract management, and inventory and asset management. Pricing uses a contact-sales model. A 365-day BPM trial is available, with the free version limited to one year and up to three users.

Bellwether’s main strength is breadth across the purchasing lifecycle: users can create and route requisitions, apply multi-level approvals, validate budgets, track receiving, match purchase orders with receipts and invoices, and maintain audit trails. PunchOut ordering and supplier catalogs extend the workflow into purchasing, while integrations include QuickBooks Desktop, QuickBooks Online, Sage Intacct, Microsoft Dynamics, JDE, Oracle, CSV, and a GraphQL API. The trade-off is scope: teams seeking only basic purchase-order creation may not need its inventory, asset, contract, approval, and reporting capabilities. Bellwether suits organizations that want procurement controls and connected purchasing processes; smaller teams wanting a narrowly focused or unlimited free tool should look elsewhere.
