12efile RTI E-Filing is a browser-based service for UK payroll providers submitting Real Time Information returns to HMRC. It accepts CSV and XML files, validates CSV data against HMRC requirements, and converts CSV files to HMRC-required XML. Its supported workflows include FPS, EPS, NVR, EYU, P11D, P46(Car), HMRC notice downloads, tax-code updates, P45 and P60 data, and e-payslips. The service is designed to connect with payroll, accounting, pension and CIS systems, including Oracle, IBM DB2 and PostgreSQL environments.
Pricing is usage-based, with a £90 monthly minimum charge for relevant services, regardless of usage. FPS monthly payruns cost £0.39 per employee per month, while weekly payruns cost £0.12 and quarterly payruns cost £2.50, each at the listed rate for the first 1,000 employees. EPS eReturns cost £20 per return, and NVR, P6, P9 and other RTI notices cost £0.10 per employee. These prices are billed monthly where specified and exclude VAT. The structure may suit providers that can spread the minimum charge across recurring HMRC submissions, but it is less attractive for occasional or low-volume filing.
The strongest fit is for teams that already produce payroll data and need a dedicated HMRC submission channel with validation, XML conversion, notice downloads and submission records. Timestamped success certificates with IR marks add a clear administrative record, while compatibility across payroll, accounting, pension and CIS systems supports varied back-office setups. However, the service is web-based and focused on UK HMRC workflows rather than broader payroll tax coverage. Providers needing a wider jurisdictional scope, or those unable to justify the £90 minimum, should choose a different payroll tax product.
